제주도 내 ‘군사기지 유치’ 담론을 통해 본 평화만들기의 정치학

국문 초록

본 연구는 한국사회에서 군사적 폭력과 평화의 개념이 해석되는 방식과 시각을 지역주민의 입장에서 문제제기 하기 위한 것이다. 그 동안 군사적 폭력(군사주의)에 대한 연구는 폭력 자체를 동원과 배제의 메커니즘, 국가주의, 남성중심성의 맥락에서 바라봄으로써 강력함, 권위, 오염 등으로 인한 피해를 중심으로 분석해왔다. 때문에 이에 대한 저항은 피해를 증명 하거나( 고통받는 주민 ), 피해자를 정치적 주체로 반등(反騰)시키는( 진정한 평화 ) 방식으로 접근되어 왔다. 또한 이를 통해 구축된 평화 의 개념은 본래 갖고 있었던 것을 잃었다는 맥락에서, 훼손시키지 않고 지키는 것(keeping)으로 의미화 되었다. 그러나 이러한 시각에서의 폭력과 피해의 구도는 이미 주어진 것, 미리 결정된 것이었다. 사실상 이러한 분석은 한국사회에서의 군사적 폭력이라는 것이 독재정권, 징병제, 분단 등으로 인한 경험과 해석에 기반해 있었기 때문에 가능했던 것이었다. 하지만 제주도 바당 마을에서의 군사적 폭력은 공포나 회유가 아니라 좀 더 나은 삶 을 보장하는 방식으로, 군사기지(military base)는 혐오시설 이 아니라 발전시설 로서 의미화 되고 있었다. 이는 군사적 폭력이 적의 침략 을 위한 것이 아니라 먹고 사는 문제 를 해결하기 위해 유치·작동되는 한국 국방의 변화된 구조로 인한 것이기도 하다. 이로 인해 폭력은 ~이 아닌 군대 라는 언설을 통해 부정되고, 주민들의 필요는 충족시키는 방식으로 작동되고 있었으며, 때문에 주민들 역시 보편과 원칙을 말하는 평화담론 보다는, 가장 지역화된(localized) 언어로 말하는 군사기지 건설 담론을 더욱 설득력 있게 받아들이고 있었다. 따라서 문사기지를 유치 하기 위해 다른 지역들과 경쟁하기도 하는 현재 의 상황을 이해하기 위해서는 기존과는 다른 새로운 분석틀이 필요하며, 폭력의 개념과 평화의 개념 역시 과정적인 의미로서 (peace-making) 재정의·재구성 되어야 할 필요가 있었다. 바당 마을 주민들이 국가와 대면하게 되면서, 주민들은 군사기지 담론에 전제되어 있거나 그 담론이 작동되는 효과로서의 폭력을 감지하고 인식하기 시작하였다. 이러한 폭력에 대한 발견 을 통해, 제주도 바당 마을 주민들은 기지를 건설한다는 것 이 주민 자신이 살아온 그동안의 삶의 방식을 부정 혹은 극복하는 것임을 알아가게 되고, 이를 통해 국가의 소속양식과, 삶의 장소성(placeness)에 대한 질문을 하기 시작하였다, 이 연구를 통해, 군사적 폭력은 고정된 것이 아니고 특히 2000년대 이후 급격한 변화를 겪고 있는 상황성과, 평화라는 것 역시 주민들에게 내재(內在)된 것이 아니라 인식과 발견의 산물이라는 것을 드러내고자 하였다. 폭력은 특정한 시·공간에 따라 상황적으로(situationally) 작동되고 있기 때문이다. 때문에 지금-이곳 에서 작동되는 폭력에 의해 해당지역 주민들의 신체와 땅-바다, 그리고 그들의 정체성이 어떻게 새롭게 정의되고 인식되어지는지를 밝히는 것이 중요하다. 그러한 과정을 본 논문에서 평화만들기(peace-making)의 정치학으로 의미화 하였다.

영문 초록

This study seeks to raise a question on the method and viewpoint that the concept of violence and peace is interpreted from the standpoint of local people. So far, studies on military violence (militarism) have generally focused on sufferings caused by power, authority, contamination, etc. viewing violence itself in the context of militarism, male chauvinism, and mechanism of mobilization and exclusion. Therefore struggles against violence have been narrowly assessed in the way of witnessing suffering(“victimized people ) or calling victims as political subjects ( true peace ). And the concept of peace established through these ways has become to mean only keeping, not spoiling something they originally have. However, the frame of violence and suffering from this point of view was a bit pre-given and per-determined. This kind of analysis has been possible since military violence in Korean society was based on experience originating from military dictatorship, conscription system, division of the Korean peninsula etc. But military violence in Badang Village in Jeju island was being developed through the way of guaranteeing a better life , rather than using traditional carrot and stick, and military base was also being regarded as development facility , not as abominable facility . In order to understand this situation that Badang Village competed with other regions to attract military base, we needed non-conventional, new frame of analysis, and the concept of violence and peace had to be redefined and reconstructed as peace-making process. I intended to prove that military violence is not fixed and has been changed dramatically since 2000 and also peace isn t inherent, and rather the product of recognition and finding. According to the research findings, the statement Present military is different from the one in the past that military personnel used to mention exactly reveals the character of violence functioning in Badang Village now. What happens in Badang is different from the past violence. So, violence is freshly revealed and recognized where past violence cannot be copied as violence is functioning situationally in the specific time and place. Therefore, it is important to elucidate how the local people s body, the land and sea, and their identity is redefined and recognized. That s the reason why we should take notice of the political context under the specific time and place, so to speak, the placeness, in speaking of violence.
