국문 초록

본 고는 저금리정책의 전통적인 견해외에 일자리문제라는 관점에서 발생할 수 있는 효과를 논의하고자 한다. 지난 2-30여년간 많은 국가들의 통화정책은 기준금리 조정이라는 형식을 통하여 집행되어왔고 정책의 핵심은 낮은 금리를 유지하여 경기를 부양하는 것이었다. 하지만 저금리정책이 일자리문제에 미치는 효과는 긍정적인 점만 있는 것은 아니다. 먼저, 저금리는 노동공급에 부정적인 효과를미쳐서 노동공급을 감소시키고, 노동수요에 미치는 효과는 자본과 노동의 대체성과 보완성에 따라다르다. 본 연구는 이자율의 고용효과는 노동시장의 수요와 공급함수의 구조에 따라 긍정적이거나부정적일 수 있음을 균형노동시장 모형을 이용하여 분석한다. 즉, 노동수요와 공급의 구조에 따라서는 고용의 이자율탄력성은 정이나 부의 값을 갖게 되어 저금리정책은 고용을 증가시키거나 감소시키수 있음을 보인다. 실증적으로 추정된 고용의 이자율탄력성은 정과 부의 값 두가지 가능성을 보여주고 있어서 향후 이자율 정책의 일자리효과에 대한 보다 많은 연구가 필요하다는 점을 제기한다.

영문 초록

This paper aims to look at the effect of interest rate policy on labor market. More specifically, it raises a question about the belief that low interest rate may be helpful for job creation, which is held true only if the interest rate elasticity of employment is negative. For this purpose, a labor market model is set, in which labor supply and labor demand are distinguished. That is, to asses the effect of interest rate fully and correctly, this paper points out that we need to look at both demand and supply sides of labor market. Using the model, it is shown that depending on the structure of labor supply and demand, the interest rate elasticity of employment may be negative or positive. This paper suggests that considering the possibility of nonlinear relationship between interest rate and employment, we need to find out the optimal interest rate in terms of job creation.
