국문 초록

국내 과학기술분야 정부출연연구기관(출연연)은 고유의 설립 목적에 부합하게 R&D를 수행하여 연구성과를 창출하고, 이를 기반으로 민간 등에 활용하여 국가 경제를 선도하는 견인차 역할을 수행해 왔으나 최근 연구성과 활용률이 저조하다 는 평가를 받고 있다. 특히, 최근 10년간 국정감사에서는 특허활용률, 기술이전, 기술료 수입 등이 저조하다고 지적이 있으며, 산업화연구에 초점을 맞춘 출연(연)에 국한된 연구성과 활용률 기준을 기초·원천형, 인프라형 출연(연)까지 적용 하면서 기준이 재정립되지 않아 발생하는 문제로 분석된다. 따라서, 출연(연) 연구성과 활용에 대한 기준을 재정립하고, 그 기준에 따라 출연(연)별 성과 활용 수준을 분석하고, 구체적인 추진계획을 수립해 출연(연)의 연구성과 활용에 대한 적정 기준을 마련할 수 있는 연구가 필요하다. 본 연구는 출연(연) 고유의 목적과 특성에 따른 연구성과 활용에 대한 기준을 재정립하였으며, 재정립된 기준을 바탕으로 출연(연) 성과 활용지표와 지수를 개발하였다. 본 연구결과를 토대로 출연(연) 연구성과 활용에 대한 출연(연) 고유특성에 맞는 지표 설정 근거를 마련하고, 기반으로 출연(연) 연구성과 사업 화 지표와 고유목적별 특성 지표로 구분하여 연구성과 활용이 사업화라는 인식의 변화와 고유목적에 맞는 연구 활동을 할 수 있도록 하는데 기여할것으로 기대된다.

영문 초록

Government-funded research institutes have performed R&D in line with their own establishment purpose to create research performance, and they have been used as a driving force for leading the national economy, but they have recently been evaluated for poor utilization of research performance. In particular, the state audit in the last 10 years pointed out that the patent utilization rate, technology transfer, and technology fee income were low. It is analyzed as a problem that occurs because the standards have not been reestablished while applying until the year. Therefore, the application standards for the use of research performance are reestablished, the level of performance used by government-funded research institutes is analyzed according to the criteria, and a specific promotion plan is established to provide appropriate standards for the use of research performances. This study re-established the criteria for the application of research performance according to the purpose and characteristics of research institutes, and the indicators and indices were developed based on the re-established criteria.
