장애등급제 폐지에 따라 개편된 장애인 서비스 지원 기준에 대한 고찰

국문 초록

2019년 7월부터 장애등급제가 폐지되었다. 기존 ‘장애등급’이 폐지되고 ‘장애정도’ 기준이 도입됨에 따라 ｢장애인복지법｣ 개정에 따라 장애등급 기준을 대신할 대상자 선정 기준 마련이 필요하다. 이에 본 연구의 목적은 중앙정부, 지방자치단체 조례 등에서 장애 등급을 준용한 장애인 복지 관련 서비스를 중 장애등급제 폐지에 따라 개편된 장애인 서비스 지원 기준의 현황을 파악하여 문제점을 도출하고 개선방안을 제시하는데 있다. 연구결과 및 정책제언은 다음과 같다. 첫째, 개편된 서비스 지원 종합 조사 이외에 대부분의 장애인 서비스 지원 기준은 장애정도 기준으로 개편되어, 개편의 방향이 장애등급제 폐지의 근본적인 의미를 담아내지 못하고 있어 이에 대한 재검토가 필요하다. 둘째, 장애등급제 폐지의 주요 개편 방향이 서비스 총량 또는 규모를 확대하는 방향과 함께 장애인의 개인적 상황 등을 종합적으로 고려할 수 있도록 재검토되어야 할 것이다. 셋째, 서비스 지원 종합조사표의 구성 및 급여량에 대한 재검토가 필요하다. 넷째. 서비스 영역별에 따른 별도의 기준 마련이 필요하다. 연구결과를 통해서 장애등급 기준을 대신할 장애인 서비스 지원 기준을 마련하기 위한 기초자료를 제공하였다는 점에서 의의가 있다.

영문 초록

The disability rating system was abolished from July 2019. With the abolition of the existing disability rating and the introduction of the disability level standard, it is necessary to prepare criteria for selecting candidates to replace the disability rating standards under the revision of the Disability Welfare Act. In response, this study aims to identify the current status of the service support standards that have been reorganized among the welfare-related services for the disabled, such as the central government and local government ordinances, to draw up problems and suggest improvement measures accordingly. The findings and policy suggestions are as follows. First, the characteristics of the revised service support standards are mostly those based on the degree of disability, so it is necessary to devise a follow-up reform plan accordingly. Second, in addition to the comprehensive survey on service support for the disabled, most of the service support standards have been reorganized based on the degree of disability, and the direction of the reform does not contain the fundamental meaning of the abolition of the disability rating system. Third, the direction of major reorganization of the abolition of the disability rating system should be reviewed so that the individual situation of the disabled can be considered comprehensively, along with the direction of expanding the total amount or scale of services. Fourth, it is necessary to review the composition of the comprehensive survey table for service support and the amount of benefits. Fifth, it is necessary to prepare separate standards according to each service area. By doing so, the government will provide basic data that is important for local governments to come up with more effective criteria for selecting candidates instead of criteria for disability ratings.
