국문 초록

본 연구는 한국의 대ASEAN 환경협력 방안에 주목하고 있다. ASEAN에 있어 영향력의 강세를보이던 일본이 쇠퇴하고 일대일로 이후 중국이 그 영향력 확대를 적극 꾀하고 있는 상황 하에서한국이 추진하고 있는 신남방정책을 통한 환경협력의 가능성을 탐구한다. 이 과정에서 그간의 경험을 바탕으로 한국이 택할 수 있는 전략을 모색하며, 또한 전문가 집단의 역할 확대를 위한 인식공동체의 확산과 이 과정에서 교육이 담당하는 중요성에 대한 강조를 통해 대ASEAN 환경협력의 장기적 비전을 탐구하고 있다. 본 연구는 동시에 ‘환경협력과 관련한 정책의 추진은 사람과 환경에 맞추어져야 한다’는 당위적목표를 표방한다. 즉, 협력의 추진에 있어 경제적 관점에의 매몰을 극복하고 사람을 중심에 둔장기적 관계 구축을 지향한다. 결론으로서 본 연구는 현재 양자간 협력이 주를 이루고 있는 한국과 ASEAN 국가들간의 환경협력 사업의 효율성을 확대하고 상호간 환경협력을 포괄적으로 조율할 수 있도록 국제적 다자 협의체의 설립을 제안한다. 이와 같은 다자 협의체는 PDCA(Plan-Do-Check-Act) 구조의 확립과 바텀-업(bottom-up) 정책결정 구조 및 추진체계 구축과 유기적으로 결합됨으로써 사업의 목적성과 당위성, 실행의 용이성 등을 확보할 수 있을 것이다. 국제적인 다자 협의체의 창출과 민간과 지역사회에초점을 맞춘 협력의 추진은 신남방정책을 통한 ASEAN과의 환경협력 증진에 기여할 수 있을 것이며, 궁극적으로는 사람에 중심을 둔 평화와 번영을 이룩하는데 기여할 것으로 기대된다.

영문 초록

This article focuses on Korea’s cooperation policies on environment with ASEAN. As Japan lost their influence while China steadily increases its influence on ASEAN, Korea searches for the possibility of environmental cooperation through New Southern Policy. This article aims to probe the strategies that can be adopted by Korea based on the past experiments, and also search for the long-term vision for environmental cooperation with Asia by emphasizing the expansion of epistemic community through expanding the role of experts and the importance of education. This article also professes the appropriateness of pursuing the human oriented policies. The environmental polices should go with the human and nature. That is to say, in developing the cooperation, lest we should be buried under economic interests, we should try to build long-term relationship based on human itself, which can be possible by cooperation for education and environment. To conclude, this article suggests that Korea should take initiative in establishing multilateral consultative body for expanding the efficiency of environmental cooperation and mediating mutual cooperation, once done by bi-lateral relationship. The multilateral consultative body can be combined with PDCA(Plan-Do-Check-Act) structure and bottom-up decision-making procedure, which will lead to guaranteeing the finality, appropriateness, and easy implements of cooperation. Creating multilateral consultative body and propelling the education and policies focusing on the public and local societies will improving the environmental cooperation with ASEAN based on New Southern Policy, which will ultimately contribute to realizing the peace and prosperity with human beings as the center.
