국문 초록

북한의 심리전은 일제시기에 중국공산당이 일본군과 중국국민당군대를 와해시키기 위해 도입한 적군와해사업으로부터 기원하였다. 이것을 도입한 사람들은 중국공산당군대에서 활동한 동북항일연군 출신과 조선의용군 출신이었다. 민족보위성 문화훈련국은 1950년 7월에 처음으로 적공부를 설치했고, 총정치국은 1950년 11월 말에 적군와해처를 신설했다. 그리고 군단 정치부와 사단 정치부에는 적공부가 설치되었고, 군단·사단·여단·연대에는 적공지도원이 배치되었으며, 소대에는 적공조가 편성되었다. 적공사업의 책임자는 각급 부대의 문화부부대장이었다. 적군와해사업을 지도한 총정치국 간부들은 중국공산당군대에서 적공사업을 직접 교육하거나 동북항일연군 계열에서 활동한 사람들이었다. 적군와해사업의 책임자와 담당자는 대부분 군관학교에서 동북항일연군 출신 정치부원장·정치부교장의 영향을 받으면서 성장한 간부와, 팔로군·신사군의 영향을 받은 조선의용군 출신 간부였다. 이들은 모두 중국공산당의 적군와해사업으로부터 직·간접적으로 영향을 받은 사람들이었다. 특히 인민군은 적군와해사업을 주로 노동당원에게 맡겼는데, 그 이유는 이들이 군대에서 노동당의 노선과 적군와해사업의 원칙을 가장 충실히 수행할 수 있는 사람들이었기 때문이었다. 적군와해사업의 목표는 적군을 내부적으로 와해시키고, 적군의 군사력과 사상적 동향을 파악하는 것이었다. 이 같은 목표에 따라 총정치국과 군단·사단의 적공조직은 적공계획을 수립하고 적공사업과 적공조직을 관장했으며, 예하부대의 적공조직은 전선에서 적공조원과 전체 부대원들을 동원해서 삐라사업·함화사업·포로사업과 정보수집활동을 전개하였다. 미군의 심리전이 심리전부와 심리전부대에 의해 전개된 것과 달리, 북한의 심리전은 전선에 투입된 모든 전투부대에서 모든 전투원에 의해 수행되었다.

영문 초록

The psychological warfare of North Korea during the Korean War originated from the psychological warfare tactics that the Chinese Communist Party introduced during the Japanese War to disintegrate the Japanese army and Chinese Nationalist troops. The Korean People’s Army (KPA) initially established a psychological warfare department under the Ministry of National Defense in July 1950 and promoted the psychological warfare department by the end of November 1950. Moreover, psychological warfare departments were set up in the corps and divisions of the KPA with psychological warfare instructors being assigned to corps, divisions, brigades and regiments. The central cadres who led the psychological warfare in North Korea were those who had experienced psychological warfare directly in Mao Zhedong’s army and were active in the Kim Il-sung unit in Manchuria. Most of the heads of the psychological warfare unit were executives who were influenced by the Kim Il-sung Group and Korean Volunteer Army Group at the North Korean military academy. The KPA also entrusted psychological warfare to members of the Korean Workers’ Party (KWP) as they were the most faithful to the KWP’s sociopolitical and psychological principles in the military. The first goal of North Korean psychological warfare was to destroy the enemy internally with the second focusing on identifying the enemy’s military power and state of mind. In accordance with these objectives, the KPA’s psychological forces proceeded to spread leaflets, arrest prisoners of war, and collect information at the forefront. The psychological warfare of the U.S. Army was conducted by the psychological warfare department and psychological warfare unit whereas North Korean psychological warfare was conducted by all soldiers in all combat units on the front line.
