국문 초록

청조 초기 왕청현을 포함한 연변지역은 봉금정책을 엄격히 실시하는 지역이었다. 그러나 19세기 후반 조선북부의 빈곤한 농민들이 이곳으로 이주해 황무지를 개간하면서 거주하기 시작하였다. 조선의 이주민이 20세기 초기에는 그 수량이 더욱더 많아짐에 따라 청정부는 이곳에 대한 봉금정책을 철폐하고 개방하면서 관리체계를 점차적으로 구축하기 시작하였다. 그리하여 1881년에는 봉금정책을 철폐하고 원래의 훈춘협령을 부도통으로 승급시키는 동시에 연변지역을 완전히 개방하였다. 그 후 1902년에는 연길청을 설치하여 연길과 훈춘을 분리하여 다스렸다. 그러나 일본이 ｢을사조약｣을 통하여 대한제국의 외교권을 찬탈하면서 연변지역의 한인문제는 복잡하게 되었다. 이러한 상황에서 청 정부는 1910년 2월에 왕청현을 설치하여 이곳의 한인에 대한 관리를 강화하여 일본의 침략을 방지하려 하였다. 이러한 와중에 1911년 1월 장조주가 왕청현 설치위원으로 임명되었던 것이다. 그는 왕청현에서 1913년 12월까지 각종 정무활동을 거친 후 3년간의 주요한 사건들을 정리하여 기사본말체로 『길림왕청현정치보고서』를 편찬하여 당시의 역사적 상황을 기록하였다. 『길림왕청현정치보고서』는 연변지방사·조선족사·민족관계사를 연구하는 데도 필요한 1차 사료이다.

영문 초록

In the early Qing Dynasty, the Yanbian area was strictly controlled with the prohibition policy, including Wangqing County. However, in the latter half of the nineteenth century, poor farmers from the northern part of Korea began to settled here while assarting the wastelands. As the immigrants became more and more in the early 20th century, the Qing government began to gradually abrogate the prohibition policy and establish the management system. Thus, in 1881, with the prohibition policy abolished and the original Hunchun Deputy Director was promoted to the Deputy Commander-in-Chief, the Yanbian area was fully opened to the outside world. Then in 1902, Yanji Hall was established, and Yanji and Hunchun started to be managed discretely. However, the issue of Korean people in the Yanbian area became more complicated after Japan took over the diplomatic rights of Choson through the Eulsa Treaty. In such a circumstance, the Qing government established the Wang Qing county to strengthen the management of the Korean people and to prevent the Japanese invasion, February 1910. In the meantime, January 1911, Zhang Chaozhu was nominated as a member of Wangqing Municipal Committee. He carried out various political activities until December 1913 and summarized the major events of these three years. Then he chronicled a report named Political Report of Wangqing County, Jilin Province” which recorded the historical situation during that period of time. Political Report of Wangqing County, Jilin Province” is a crucial primary source in the fields of Yanbian regional history, history of the ethnic Koreans in China and history of nationality relationship
