의과대학 교육비용의 모형 개발 및 산출 연구

국문 초록

본 연구의 목적은 의과대학의 교육비용 모형을 개발하고, 개발한 비용 모형에 따라 교육비용을 산출하는 것이다. 비용 모형을 개발하기 위하여 선행연구, 자체평가보고서, 대학정보공시 결산자료를 분석하였다. 또한 교육비용을 조사하기 위해 대학별 결산서를 검토하고, 이후 설문조사를 통하여 전국 19개교의 교육비용 및 교육현황을 조사하였다. 본 연구가 수립한 비용 모형 및 4가지 산출 방안에 따라 추정한 의과대학의 교육비용은 다음과 같다. 의과대학에서 집행한 비용만을 산출해보면, 17개교의 총 교육비용은 152억원~183억원, 학생 1인당 교육비용은 5,413만원~7,762만원으로 산출되었다. 이 중 19개교의 학생 1인당 교육비용은 3,257만원~4,851만원이다. 이는 대학정보공시에서 공개한 2018학년도 19개교의 등록금 평균 926만원과 비교했을 때 상당히 높은 수치임을 알 수 있다. 즉, 학생 1명을 교육하기 위해 필요한 비용은 학생 등록금으로 19.1%~28.4%만이 충당되고, 나머지 비용은 대학에서 감당하고 있음을 의미한다. 그러나 의사 개인이 창출하는 사회적 수익과 사회에서 요구하는 의사의 사회적 책무를 생각해 볼 때, 의사를 양성하는 과정에서 개인의 비용인 사적 투자와 공적 비용인 사회적 투자가 함께 수반되어야 함을 시사한다. 따라서 기본의학교육 단계에 투입되는 교육비용의 부담주체 및 공공 재정지원에 대한 사회적 논의가 필요하다. 본 연구가 제시하고 있는 교육비용 분석 모형은 비교적 간단한 계산 방식을 구체적으로 제시하고 있으므로 각 의과대학 및 정부의 정책 의사결정이나 후속 조사에서 활용할 수 있을 것이다.

영문 초록

The purpose of this study is to develop the education cost model of medical schools, and to calculate the education cost according to the cost model developed. In order to develop an cost model, prior studies, self-assessment reports, and settlement of accounts of university information disclosure were analyzed. In order to investigate the education cost, the settlement of accounts of each university were reviewed and then the education cost and education status of 19 schools nationwide were investigated through a questionnaire survey. Calculating only the costs executed by medical schools, the total education cost for 17 schools was estimated at KRW 15.2 billion to KRW 18.3 billion, and the education cost per student was estimated at KRW 54.13 million to KRW 76.62 million. Of these, the education cost per student (excluding premedical cost) in 19 schools ranges from KRW 32.57 million to KRW 48.51 million. It can be seen that these results are considerably higher than the average tuition fee of KRW 9.26 million for 19 schools in 2018, which was disclosed by the university information disclosure. This means that the cost of educating one student is only 19.1% to 28.4% covered by the student s tuition, and the rest is covered by the university. However, when considering the social returns generated by individual doctors and the social responsibilities of doctors demanded by society, it suggests that private investment, which is an individual expense, and social investment, which is a public expense, should be accompanied in the process of training doctors. Therefore, social discussions are needed on the subject of the burden of education costs and public financial support that are put into the basic medical education.
