연예산업의 자격제도 도입에 관한 연구

국문 초록

한국의 연예산업은 21세기에 접어들며 디지털기술의 발달과 한류에 힘입어 급속도로 성장하였다. 그러나 정책적 규제와 관리 없이 과도한 자본과 인력이 유입되며 여러 가지 문제들이 발생하고 있다. 또한 한류로 인한 한국 연예산업의 급속한 해외진출은 문화교류의 차원에서 불균형을 초래하여 정책, 산업시스템의 개선이 필요한 시점이다. 연예산업의 정책적 관리와 산업시스템의 현황은 국가별로 다르다. 한국, 대만 등은 아직 특별한 규제가 없으나, 미국, 중국 등은 사업의 규제, 관리와 자격제도의 시행으로 체계적인 대리인의 활동이 이루어지고 있다. 특히 사회주의를 고수하고 있는 중국은 ‘문화경기인제도’를 통하여 일정 자격을 갖춘 대리인들이 연예산업에서 활동하고 있어 업무의 전문화와 함께 산업시스템이 발전하고 있다. 이에 최근 한국에서 도입을 시도하고 있는 ‘연예매니지먼트사업법’에 대한 논의와 2009년 시작된 ‘연예인관리사’ 자격시험의 점검이 필요한 시점이다. 본 연구의 문제제기는 다음과 같다. 첫째 연예산업에 있어 자격제도의 중요성은 무엇인가? 둘째 중국 등 외국의 사례는 어떠한가? 셋째 최근 시행된 연예인관리사자격의 실태와 함께 법안제정을 추진하고 있는 미국식 에이전시법안은 국내 환경에 적합한가?선진국의 사례를 보면, 미국은 할리우드시스템에서 발전한 에이전시시스템을 통하여 일정 자격을 갖춘 전문가들이 법에 규정된 수수료를 받으며 활동하고 있으며, 산업현장의 관련 협회와 연계하여 종사자들의 권익을 보호하고 있다. 중국도 이러한 시스템을 도입하여 경기인제도를 실시하고 있는데, 중국 공업상업관리국과 연계된 경기인협회의 주도로 문화산업종사자들이 공인된 자격증을 취득하고 정기적인 관리에 따라서 활동하고 있다. 최근 한국에서도 연예산업의 문제점에 대한 해결의 노력이 시도되고 있는데, 현재 국회에서 표류 중인 연예매니지먼트사업법은 연예산업을 정책적으로 관리하고 자격제도를 도입하자는 대표적인 움직임이다. 이 또한 미국의 에이전시법에서 차용되었으며, 연예인관리사라는 자격시험 또한 연예산업의 전문적인 대리인에 대한 자격제도 도입의 일환이다. 어찌보면 연예산업에 대하여 국가가 개입하는 것은 적절치 못한 면도 있지만, 거대하게 급성장한 산업적 측면에서 볼 때 일정 수준의 규제와 관리는 필요하다고 판단된다. 특히 최근 한류의 열기가 한풀 꺾이며 화류가 그 자리를 대체하고 있는 현실을 볼 때, 한국 연예산업의 발전과 중국과의 교류를 위해서는 일정 수준의 정책적 규제와 관리 그리고 관련 협회의 체계적이고 적극적인 변화가 시급하다. 이에 미국식 연예매니지먼트시스템과 더불어 중국과 같은 지속적이고 철저한 관리가 시행되어 한국 연예산업의 발전과 함께 한류의 지속화를 도모해야 할 것이다.

영문 초록

The entertainment industry in Korea has developed with digital technology developments. However, there are many problems, concentrated by excessive capital and people without political regulation and supervision. Also, the regulation of field in this industry is different from the nations, so a reasonable qualification system is needed. The political supervision and the present condition of the entertainment industry is different country-by-country. Korea and Taiwan does not have any regulation, but USA and China has a methodical agent system such as regulation of business, supervision, and enforcement of qualification system. Especially in China, through ‘Cultural Broker’, the agents that hold qualification work in the entertainment industry, so the industry system and the specialization has advanced. This study contains the following problems; first, what is important for the agent qualification system in the entertainment industry?; second, how about the cases of the other countries such as China?; third, is American Agency Act which is planned good for domestic environment?To see the cases of the advanced countries, the specialists who possess qualification through the agency system from Hollywood system brush round charging a fee prescribed in the law and the rights and interests of workers are protected. This system is similar to the Cultural Broker’ in China. Under the leadership of the entertainment broker of Cultural Broker s Association related to China government, the workers in the culture industry get certified and are in the business. Recently in Korea, the effort for resolving the problems of the entertainment industry has been tried. The entertainment management business act which is drifted in Assembly is the typical movement that regulate the entertainment industry politically and introduce the qualification system. As we discussed before, the state intervention has something inappropriate, but it is seemed to be necessary for the rapidly growth industry. The political regulation in a certain level and the methodical and active change are urgently needed for the development of the entertainment industry and the exchange with China.
