북한 나선경제무역지대의 지역사회복지 연구

국문 초록

본 연구는 다가오는 통일복지시대를 대비하여 북한의 나선경제무역지대를 중심으로 지역사회복지개발모델을 도출하고 분석하여 이에 따른 개발방안을 제시함으로써 북한의 지역사회복지의 기틀을 마련하는데 기여함을 목적으로 한다. 이러한 연구목적을 달성하기 위해 지역사회복지관련 문헌연구와 나선경제무역지대 관련 선행연구고찰, 지역개발정책의 이론과 실제에 대해 살펴보았으며, 나선시 거주 경험 있는 탈북민의 증언, 현재 나선시에 출입하고 있는 중국인 사업자들과의 인터뷰 및 증언을 통하여 나선경제무역지대의 제도, 정책, 복지현황, 사회환경 등 경제특구로서의 경제개발잠재력, 개발방향, 이에 따른 다국적기업 진출현황, 나선경제무역지대가 한국에 미치는 영향력 등을 분석하고 고찰하였다. 분석틀은 로스만의 지역사회개발모델을 적용하여 지역사회의 활동능력과 통합에 관한 문제, 지역사회구조와 문제상황에 대한 가정으로부터의 실제적 문제, 변화의 매개체, 기본적 변화전략, 변화전술과 기법에 따른 지대의 현황, 권력구조에 대한 이해와 시장과 권력의 공생관계, 수혜자 범위, 수혜집단 인식, 수혜집단의 역할인식에 대한 상황, 임파워먼트에 대한 개념과 이해관계에 따른 사회 환경과 하위체계들을 분석하였다. 북한의 나선경제무역지대 지역사회복지 개발방안으로 지역주민의 삶의 질을 높이고 경제무역지대로서의 특성에 맞는 지역사회복지개발을 위하여 지역사회복지정책 개발 분야에서 첫째, 사회안전망 및 사회보장협의기구의 구성에 대한 문제, 둘째, 지역사회복지서비스 네트워크 및 공공과 민간의 협력에 관한 대책적 문제와 지역사회복지망 구축에서 첫째, 사회복지파트너십을 어떻게 구축해야 될 것인지에 대한 문제, 둘째, 나선경제무역지대내의 지역공동체를 조성하고 활성화하기 위한 방안, 셋째, 주민조직화와 참여 확대를 위한 방안을 제시하여 지역사회복지의 실현 가능성을 강조하였다. 본 연구는 북한의 지역사회복지개발모델 또는 나선경제무역지대의 복지개발에 대한 선행연구가 수행되지 않은 첫 연구논문으로서 향후 통일복지시대에 북한의 지역사회복지개발관련연구의 첫 기틀을 마련하는데 기여한다는데 의의를 두고 있다.

영문 초록

This study aims to contribute to laying the groundwork for North Korea s community welfare by deriving and analyzing community welfare development models based on North Korea s Rason economic and trade zone in preparation for the coming unification welfare era. In order to achieve the purpose of this, this study reviewed the literature research on local community welfare, previous studies on Rason economic and trade zone, and the theory and practice of regional development policies. Also, through testimony of the North Korean defectors who lived in Rason City and the interviews with Chinese business people currently entering Rason City, this study analyzed and considered the potential impacts of Rason special economic zone on South korea by considering its institution, policy, current community welfare situations, social environment, economic development potential, the direction of development, and the situation of the multinational corporations as a result of all of above situations. The analytic frame applied Rothman s community development model to address social situations and subsystems resulted from issues of community capacity and integration, practical problems from assumptions about community structure and problematic situation, media of changes, basic change strategies, change tactics and techniques, the understanding of power structure and the symbiotic relationship between market and power, the scope of beneficiary, the recognition of beneficiary group, the situation of the role recognition of beneficiary group, the concept and interest of empowerment. In order to improve the quality of life of local residents and develop community welfare in line with the characteristics of the economic and trade zone as a way to develop social welfare for North Korea s Rason economic trade zone, this study focused on some issues in several areas to show the feasibility of local community welfare. First, in the area of community welfare policy development, this study focused on the problems with the organization of social security and social security council. Second, in the area of constructing community welfare networks countermeasures about community welfare service networks and cooperaton between public institutions and private companies, first, this study considered the problem of how to build the social welfare partnership, second, how to make and activate the local communities in the Rason economic and trade zone, Third, this study provide the way to improve the participation of local people. This paper is intended to contribute to preparing the first framework related to the research of social welfare development in North Korea in the future of unification ear as the first research paper on North Korea s community welfare development model or welfare development in the Rason economic trade zone.
