국문 초록

이글은 김정은 정권 대남정책의 자율성을 검증하는데 목표를 두었다. 문제의 제기는 북한이 독자적인 공간으로서 남북관계의 가치를 얼마나 인정하느냐이다. 이 글의 구성은 김정은 정권 출범 이후 대남정책전개 과정을 개략적으로 살펴보고, 2018년 이후 북한의 대남태도 변화에 주목하여 최근 3년간의 대남정책을 좀 더 자세히 살펴보았으며, 특히 2020년 6월의 대남위협행동 전개과정, 특징과 배경을 심층 분석하였다. 2018년에는 김정은의 ‘비핵화 의지’ 표명으로 남북관계의 ‘대전환’이 있었다. 그러나 2019년 2월 하노이 미·북 회담에서 핵 협상이 결렬된 이후 북한의 대남태도는 다시 과거로 회귀했다. 북한은 남북대화를 단절하고, 막말 비방·위협과 미사일 도발을 재개했다. 2020년 들어 북한은 미·북 협상 국면 교착이 장기화되면서 대남무시전술에 그치지 않고 실제 위협 행동을 추가하는 등 남북관계를 더욱 악화시켰다. 이러한 과정을 통해 김정은 정권 대남정책의 종속변수적 특성이 확연히 드러났다. 북한이 남북관계 개선에 독자적인 가치를 부여하지 않고 대남정책을 여타 체제 이익 구현을 위한 수단으로 활용한다는 점은 2020년 6월의 대남 위협 행동에서도 여실히 드러났다. 북한의 6월 위협 행동은 상층부에서 주도한 점, 위협 강도가 지난해의 ‘막말’ 수준을 넘어 ‘행동’으로 이어진 점, 한국 정부가 북한의 요구에 대해 수용적임에도 위협을 자가 발전시킨 점, 그리고 북한 내부에도 공개해 대남 적개심 고취에 활용한 점, 위협과정을 여러 단계로 나눠 연출한 점이 특징이었다. 북한의 6월 대남 협박극은 세밀하게 기획되었고, 내부 불만 관리 및 대미접근 문제와 연계되어 있다는 점에서 단일한 대남요구 사항 실현을 목적으로 하지 않았다. 김정은과 김여정의 역할 분담에 따라 남한 길들이기, 대미시위 및 내부결속 효과를 겨냥한 협박 공세였다. ‘핵보유국’을 빙자한 대남 ‘갑질’의 본격화를 예고했다.

영문 초록

This article aims to verify the autonomy of the Kim Jong-Un regime s policies toward the South. The composition of the paper took a closer look at the process of developing policies toward the South since the inauguration of the Kim Jong-un regime and took a closer look at the North s recent three-year policy toward the South, noting the North s attitude toward the South since 2018. In particular, it analyzed the process and characteristics of the threat behavior against the South by analyzing in-depth threats against the South in June 2020 and evaluated its background and intention. In 2018, there was a great turnaround in inter-Korean relations under the expression of Kim Jongun s will to denuclearize. However, North Korea s attitude toward the South has returned to the past since the nuclear negotiations broke down at the U.S.-DPRK talks in Hanoi in February 2019. North Korea cut off inter-Korean dialogue and resumed slander, threats and missile provocations against the South. In 2020, the prolonged stalemate between the U.S. and North Korea worsened inter-Korean relations by adding actual threatening actions, not just ignoring the South. In the process, the impression that inter-Korean relations are subordinate to U.S.-North Korea relations was evident. North Korea s threat to the South in June 2020 was clearly demonstrated by its actions to use the South Korean policy as a means of realizing the interests of other systems without attaching its own value to improving inter-Korean relations. The characteristics of North Korea s threat actions in June were developed in a top-down manner, the intensity of the threat led to action beyond last year s level, the South Korean government s receptive but self-developed threats against the North s demands, and the North s internal disclosure was also used to promote hostility toward the South. The North s June threat play against the South was carefully planned and was not aimed at realizing a single South Korean demand, given that it is linked to the management of internal complaints and approach to the U.S. It was a threatening attack aimed at taming the South, demonstrations against the U.S. and internal solidarity, depending on the roles of Kim Jong-Un and Kim Yo-Jong.
