국문 초록

본 연구는 우리나라 국가위기관리 개념 및 조직체계의 문제점을 분석하여 발전 방향을 제시하는데 목적이 있다. 이를 위해 국가위기관리 개념 실태, 국가위기관리 조직관련 법령, 국가위기관리 조직 실태를 분석하였다. 국가위기관리 개념은 법 제도와 조직체계 발전에 많은 영향을 미치고 있다. 우리나라의 국가위기관리 개념은 위기와 재난의 개념이 혼재된 가운데 용어가 혼용되고 있으며, 국가위기의 영역과 수준 정립이 미흡한 실태에 있다. 또 개별로 발전해온 법령으로 인하여 국가위기관리 조직은 분야별로 분산되고, 각각의 협의기구 운영으로 중복 및 효율성이 제한되며, 한정된 국가위기관리 자원의 효율적인 운용이 곤란하다. 국가위기관리기본지침은 대통령훈령으로 개별 법령에 규정된 다수의 국가위기관리 조직을 효율적으로 통합관리하는 데에는 법체계상 한계가 있으며, 컨트롤타워가 미흡한 가운데 관련부처간의 조정통제가 곤란한 실태에 있다. 이에 따라 본 연구에서는 이러한 문제점에 대한 발전방향으로 위기의 개념을 정립하고, 국가위기의 영역과 강도에 따른 수준을 제시하였으며, 국가위기관리 개념을 보완하여 제시하였다. 국가위기관리 조직체계 발전방안으로, 통합형과 분산형 관리방식의 장점을 고려하여 3가지 방안을 제시하였다. 대통령실 국가위기관리실을 확대 편성하는 방안, 국무총리실에 실행을 위한 컨트롤타워 조직을 설치하는 방안, 미국 등 위기관리선진국과 같이 국가위기관리 전담부처를 신설하는 방안을 제시하였다. 방안비교 결과, 국무총리실에 실행을 위한 컨트롤타워 조직을 설치하는 방안이 가장 바람직한 것으로 검토되었다. 아울러 개별 법령에 의해 운영되는 다수의 위원회는 국가위기관리회의(또는 위원회)로 통합하는 것이 바람직한 것으로 보았다. 장차 예상되는 다양하고 복합적인 국가위기에 대비하여 우리나라의 상황 및 여건을 고려한 국가위기관리 개념과 조직체계가 빠른 시간 내에 정비되고 발전되어야 할 것이다.

영문 초록

This study is to explore the development of Korean national crisis management system. For the purpose, the concept of national crisis management, the existing national crisis management system, and related laws have been reviewed. The concept of national crisis management influences the nature and operation of national crisis management system and related legislations. In Korea, the concept of national crisis management contains the concept of security crisis management and disaster management, sometimes using them interchangeably. The area and degree of national crisis are not well clarified. In addition, there are several laws related to crisis management, making different agencies managing inter-related crises without nationalized coordination and control that results in ineffective management of national crisis. The Directives of Korean National Crisis Management, created by Presidential Order, cannot effectively coordinate and control the crisis management of numerous agencies. This paper attempts to clarify the concept of national crisis and to suggest the levels of national crisis in terms of the area and degree of national crisis. Then, it suggests and compares three options for the development of Korean national crisis management system 1) to expand the National Crisis Management Office existing in the Presidential Office, 2) to create the National Crisis Management Office in the Prime Minister’s Office, and 3) to create a new Ministry similar to the Homeland Security Department of the United States. The paper concludes that the second option is better. Finally, considering the uncertain security environment of Korea, it emphasizes the need for the development of national crisis management system in Korea.
