부산광역시 교통사고 발생 현황 분석

국문 초록

본 연구는 부산광역시 교통사고 실태와 현황을 파악하기 위하여 2008년도 부산광역시 경찰청 교통사고 통계 연보를 토대로 분석한 서술적 조사연구로, 교통사고 발생률, 각 유형별 사망 및 부상현황, 음주운전, 안전벨트 및 보호 장구 착용여부 등을 파악하여 교통사고 예방사업과 정책수립에 기초 자료로 이용되고자 시도되었다. 분석결과, 부산광역시의 교통사고 사망자수와 부상자는 지속적인 감소를 보였으나 사망자 감소폭이 더 컸고, 2007년에는 부상자수는 줄고 사망자수가 증가한 특징적인 양상을 보였다. 또한, 음주운전으로 인한 교통사고는 0시부터 2시에 가장 많이 발생했고, 사고유형은 차:사람의 횡단 중의 사고가 가장 많았다. 또한 차:차의 사고에서는 측면(직각)충돌이 가장 많았는데 18시부터 20시 사이에 가장 높았고, 차량단독에서는 공작물 충돌이 가장 높았는데 새벽 2시부터 4시 사이에 가장 높았다. 어린이 교통사고는 오후 2시에서 8시 사이에 사고발생이 집중되어 있으며, 16시부터 18시 사이에 사망자와 부상자 모두 집중되어 있었다. 또한 어린이 통학버스 교통사고는 발생건수는 낮으나 치사율이 높았고, 연령대별로 보면 65세 이상에서 치사율이 3.35%로 가장 높게 나타다. 이상의 결과로 교통사고 발생이 비 특이적으로 증가하거나 감소한 해를 분석하여 차별화된 상관요인을 찾아내어 대책을 모색하는 연구가 필요하겠고, 음주운전 근절을 위한 문화적 요인에 대한 변화를 시도할 필요도 있겠다. 자전거의 경우 사고는 드물게 일어나지만 치사율이 가장 높게 나타나므로 보호 장구의 착용을 더욱 강화하고 환경과 건강을 위하여 자전거가 이동수단으로 점점 더 이용됨에 따라 자전거 운전자에 대한 의무적 안전교육을 고려하여야 하겠고, 어린이 교통사고와 통학버스 사고를 예방하고 피해를 최소화하기 위한 보다 체계적인 법안 마련이 필요하겠다. 연령별 교통사고에서 치사율은 65세 이상이 가장 높았는데 노인의 특성을 이해시키고 사고를 예방할 수 있도록 노인 운전자와 보행자에게는 특성화된 교통안전 교육을, 일반 운전자에게는 노인대상의 교통안전 교육을 강화하는 것이 필요하겠다.

영문 초록

This study is a descriptive research that was analyzed based on the 2008 statistical data of the National Police Agency of Busan for understanding the real situations and the present conditions of Busan Metropolitan s road traffic accidents. We learned from this that the incidences of road traffic accidents such as deaths, driving under the influence, not wearing seat belts and not wearing protective gear are shown as necessary data to prevent injuries from road traffic accidents. Through this analytical research we could see there is a downward trend of deaths from road traffic accidents and the number of people who had these accidents is decreasing. In 2007 the number of injurd people decreased and the deaths due to accidents increased in Busan Metropolitan. Also from 12am to 1am the road traffic accidents that occurred were caused mostly by drunk drivers. The type of road traffic accident that occur the most was cars hitting pedestrians. The second most common road traffic accident was vehicles side swiping each other. These occurred most (?) between 6pm and 8pm. Single vehicle collisions were especially high from 2pm to 8pm. Children s road traffic accidents were concentrated from 2pm to 8pm and the number of cases of school bus accidents showed low incidence, but showed the highest incidence in mortality rate. People aged 65 and over showed the highest incidence of mortality rate with 3.35 percent. To analyze the unexpected increase or decrease of road traffic accidents year by year we needed the specified study and try to find out the uniquely related factors. We can see that there is a need to promote a safe and sensible drinking culture. Although bicycle accidents rarely occur, it had the highest rate of mortality. So we need to strengthen regulations on wearing protective gear and consider a mandatory safety education for bicycle riders. For prevention and minimizing the injuries of children road traffic accidents and school bus accidents, we need to set up a desirable system. Furthermore, the rising mortality in people aged 65 and over requires a special and professional education for all drivers.
