관동대지진 한국인 피살자 명부 자료의 분석

국문 초록

2013년 7월 주일한국대사관 창고를 이전하는 과정에서 1952년 말에서 다음해 1월 중순 한국정부에서 작성된 세 종류의 명부가 발견되었다. 그 세 종류의 명부 가운데 『일본진재시 피살자 명부』와 『3･1운동시 피살자 명부』에는 1923년 관동대지진 당시 일제의 의해 학살을 당한 한국인 희생자 226명의 명단이 기재되어 있었다. 그동안 관동대지진 당시에 약 7,000여명의 한국인들이 억울하게 학살을 당하였다는 것은 이미 알려진 사실이지만, 구체적인 명단이 확인되지는 못하였다. 그런데 이 명부에는 1923년 관동대지진 당시 일제에 의해 피살당한 한국인의 이름은 무엇인지, 나이는 몇 살인지, 본적은 어디인지, 어디서･어떻게 살해되었는지에 대해 말해 주고 있다. 대지진이 발생한 지 30년 만에 희생자의 가족들과 친지들의 증언을 통해 작성되었던 것이다. 따라서 『일본진재시 피살자 명부』는 관동대지진 당시 일제에 의해 무참하게 학살을 당한 한국인의 명단을 밝힐 수 있는 귀중한 자료이다. 이 명부는 6･25전쟁이 끝나지 않은 상황에서 작성되었음에도 불구하고, 대한민국 정부차원에서 일제 식민지 지배하의 피해상황에 대해 최초로 조사하여 작성된 문서이다. 해방 이후 혼란된 정국과 전쟁으로 인해 과거사에 대한 정리를 하지 못하다가, 1953년에 비록 부정확하나마 과거사를 정리하려는 노력을 보여 주었다는 데에 역사적 의미가 있다. 두 번째로는 일제의 한국인에 대한 잔혹한 학살 상황을 증언을 통해 작성된 문서라는 점이다. 일제 식민지 지배가 끝난지 불과 8년도 되지 않은 시기에 작성된 이 명부는 과거사를 생생하게 기억하고 증언하고 있다. 세 번째로 이 명부는 일본과의 국교를 재개할 경우 청구권문제 해결을 위한 증빙자료로 제출된 문서라는 점이다. 1952년에 제1차 한일회담이 시작되고, 그 후의 회담에서 일본정부에 대해 우리의 정당한 주장을 담기 위해 공정하게 조사･수집된 문서가 필요하였던 것이다.

영문 초록

In the process of moving the Korean Embassy in Japan in July, 2013, the three kinds of lists prepared by Korean Government in 1953 proving the damage by Japanese Empire were found. Among those tree kinds of lists, in the List of Murder Victims during Great Kanto Earthquake and List of Murder Victims during March First Independence Movement , the Korean murder victims who were murdered by Japanese Empire during the Great Kanto Earthquake in 1923 are listed. It was well known fact that about 7,000 Koreans were murdered unfairly during the Great Kanto Earthquake but the specific list has not been confirmed. But these lists shows what the names, ages, the permanent address of Koreans murdered by Japanese Empire during the Great Kanto Earthquake were and the place and how they were murdered. Those lists were prepared through the testimony of the families and the relatives of the victims 30 years after the Earthquake. The case that the list of Koreans slaughtered during the Great Kanto Earthquake was confirmed was very few. In the List of Murder Victims during Great Kanto Earthquake , the list of 204 persons and in the List of Murder Victims during March First Independence Movement the list of 22 persons were founded, through which the names founded in the existing research can be verified again. Therefore, these Lists was the documents having great historical meaning. The first is that they were the documents prepared by investigating the damage under the Japanese Empire s colonial rule for the first time at the Korean Government level. It has historical meaning that the efforts to organize the past history in 1953 although it was not accurate while the past history could not be organized due to chaotic political situation and the war after the liberation. Second, it is the document prepared by witnessing the circumstances of invasion as is accurately. These documents, which were prepared when not even 7 years were passed after the Japanese Empire s colonial rule ended, remember vividly the past history and provide the testimony. Third, these Lists were the document submitted as the evidence to solve the right of claim when the diplomatic relation with Japan was reestablished. Started the first Korean-Japanese conference in 1952, the fairly investigated and collected documents were needed to put our fair claim against the Japanese Government in the subsequent conference.
