전통시장 화재예방 대책 개선방안에 관한 연구

국문 초록

본 연구의 목적은 전통시장 화재의 위험성과 화재발생 현황분석, 화재사례분석을 통한 시사점에 근거하여 전통시장 소방안전 개선방안을 제시하는 데 있다. 전통시장은 연소의 3요소인 가연물이 많으며, 점화원이 되는 LPG설비와 전기배선이 도처에 무질서하게 배치되어 있다. 이러한 환경적인 결함으로 항상 대형화재의 위험에 노출되어 있다. 그리고 인적이 드문 새벽에 화재가 발생하면 화재의 발견과 119 신고가 늦어져 천문학적인 피해액이 발생하고 있다. 전통시장은 영세한 상인들로 구성되어 현대식 건물로 재개발하는데 어려움이 있지만, 환경사업을 지속적으로 추진하여 노후화된 건물은 없애고 오래된 전선은 전기안전 점검을 받아 새것으로 교체하는 노력이 필요하다. 또한 일정 간격으로 방화구획을 유지해 화재가 발생할 때 그 부분으로 한정시켜 피해를 감소하는 대책이 마련되어야 한다. 본 연구에서는 전통시장 화재예방 대책 개선방안을 LPG 중앙공급 시설 지원사업 조례 제정, 지방자치단체 LPG 중앙공급 지원사업, 상인 주도적인 자위소방대 훈련, 변위 자동 측정기반 CCTV 설치, 환경개선사업을 통한 소방안전관리 등을 제안하였다.

영문 초록

The purpose of this study is to propose a way to improve fire safety in a traditional market based on analysis of risk of fire in a traditional market, present condition of occurrence of fire and cases of fire. There are lots of flammable materials, one of three elements for combustion and LPG and electric lines which serve as source of ignition in a traditional market. Therefore, a traditional market is exposed to a risk of large scale fire at all times. In case fire breaks out in a lonesome place at dawn, it is not easy to notice fire which prevents people from reporting fire and incurs astronomical damage. Traditional markets consists of petty merchants which makes it difficult to redevelop them as state of the art buildings but it is necessary to go ahead with redevelopment projects to remove worn buildings and replace old electric lines with new ones undergoing electric safety inspection. In addition, it is necessary to keep firefighting zones at regular intervals to reduce damage in case of fire. This study proposed establishing ordinance on LPG central supply facility support projects, LPG central supply facility support projects in local governments, merchant driven volunteer firefighting drill, installing automatic deflection measuring based CCTV and managing fire safety based on a project of improving circumstances as ways to improve actions against fire in traditional markets.
