주거취약계층의 삶의 질 증진 방안 연구

국문 초록

본 연구의 목적은 주거취약계층을 대상으로 주거 기반 자립과 자활을 지원하는 사회적 돌봄 정책의 대안을 모색하는 것이다. 이를 위하여 공공임대주택에 입주한 탈노숙인 303명의 설문조사 결과를 바탕으로 다중회귀분석을 활용하여 삶의 질에 영향을 미치는 요인을 분석하였다. 주요 연구 결과, 여성의 경우 삶의 질 인식이 낮고, 연령이 증가할수록 심리적인 삶의 질 인식 수준이 낮게 나타나며, 직업 영역에서는 정규직일 때 환경영역을 제외한 모든 영역에서 삶의 질 수준이 높게 나타났다. 또한 노숙인시설 퇴소 후 공공임대주택에 입주하여 제공받는 서비스 질 인식과 서비스 만족 수준 등은 탈노숙인의 삶의 질에 긍정적인 영향을 미치는 것으로 밝혀졌는데, 특히 거주하는 동안 사례관리 등을 통하여 제공받고 있는 서비스의 질은 모든 영역에서의 삶의 질을 높이는 요인이며, 서비스에 대한 만족도가 높을수록 삶의 질 역시 증가하는 현상이 나타났다. 반면 공공임대주택 거주기간이 길수록 전반적인 영역에서 삶의 질이 감소하는 결과가 나타남에 따라 주거 기반 맞춤형 주거복지전달체계의 확립, 지역사회 통합돌봄 체계에서 생활정착과 자립지원시스템을 바탕으로 한 맞춤형 돌봄서비스의 확대가 필요함을 확인할 수 있었다. 이에 본 연구에서는 주거취약계층이 주거권을 보장받으면서 전 생애동안 주도적인 삶을 영위할 수 있도록 통합사례관리를 통한 맞춤형 서비스 제공과 전문직 간 연계를 강화하는 지역사회 통합돌봄의 확대를 제언하였다.

영문 초록

This study aims for the smooth implementation of social care policies that support the self-reliance and rehabilitation of the vulnerable class of housing based on housing. Therefore, it examined the effects of service quality and satisfaction on the quality of life of the deinstitutionalized homeless residing in public rental housing. Main research results showed that, in the case of females, psychological perception levels regarding quality of life were lower as quality of life perceptions decreased and as age increased and in domains of occupation, permanent employees showed high quality of life levels in all domains excluding environmental domains. Also, it was revealed that perceptions of quality regarding services received upon residency in public rental housing after exiting homeless shelters along with service satisfaction levels positively affected the quality of life of the deinstitutionalized homeless and in particular, the quality of service provided through care management during residency served as a factor that increased the quality of life in all domains and higher levels of service satisfaction led to an increased quality of life. On the other hand, it was shown that longer periods of residency in public rental housing led to a decreased quality of life in all general domains, providing implications of tasks for housing-based customized housing welfare delivery systems along with the need for customized care services with regard to living settlement and self-reliance support systems in community integrated care management. At this, proposals were ultimately made of community integrated care direction that reinforces connections among experts along with service provision through integrated care management so that the vulnerable class of housing can lead active lives and be guaranteed residential rights.
