학대피해아동 분리보호 개선방안 연구

국문 초록

본 고에서는 학대피해아동을 위한 분리보호의 현황과 문제점 그리고 개선방안에 대해서 살펴보았다. 이를 위해서 정부통계와 선행연구결과를 활용하였다. 분리보호는 초기학대의 경우는 4,179건(18.7%), 재학대의 경우는 590건(27.3%)으로 파악되었다. 학대와 재학대 모두 부모에 의해서 가정에서 제일 많이 발생하기 때문에 아동의 분리보호가 불가피한 상황이다. 우리나라 분리보호체계의 문제점으로 우선 분리보호 결정과정에서 배치할 충분한 기관이 없고, 시설로의 배치가 과연 합리적이고 타당한 결정이었는지에 대해 확인할 수도 없다는 점, 그리고 학대피해아동쉼터 부족, 아동양육시설로의 배치시 서비스 문제, 아동공동생활가정의 열악성, 위탁가정의 부족, 일시보호시설 및 전문치료시설 부족, 원가정에 대한 지원미흡 등이 있다. 이에 대응하기 위해서는 분리보호 결정과정의 개선, 원가정에 대한 지원 강화, 학대피해아동쉼터 확충, 공동생활가정 지원, 전문위탁가정의 활성화, 일시보호시설 및 전문치료시설 확충, 양육시설 내 전문가 확대 배치 등이 필요함을 제안하였다.

영문 초록

This study examined the current situations of out-of-home care (OOHC), its limitations and ways to improve the system. For the purpose, the governmental statistics and previous research findings were utilized. There were 4,179 out-of-home care placement cases of child abuse and 590 out-of-home care placement cases of recurring child abuse. Since child abuse as well as recurring child abuse are happening at home by parents, it is inevitable to place abused children out of their homes. There are, however, several limitations in OOHC: a short supply of institutions to host children and lacking reasonable and valid decision-making tools for the child placement. In addition, there are lack of shelters, poor services provided in child welfare facilities for the abused children, poor group-home services, lack of foster care as well as temporary shelters and treatment institutions, and poor support for the family-of-origin. In order to improve OOHC, this study suggested several policies including refined decision-making process for placement, expanding shelters, professional foster care, and temporary shelters and professional child abuse treatment centers, financially supporting group-homes, and hiring more professionals at child welfare facilities.
