영문 초록

After North Korea introduced the ‘new way of thinking ’ at the threshold of 21st Century and prepared the new policy tools to meet those objects of Shinsago, her government announced “the 7.1 new economic management policy” from July, 2003 following the USA’s new Bush government choose more strong anti-North Korean policies. The meaning of this strategic changes are the results of accumulated conservative disadvantages and the set of signals for the structural transformation under the limits of poor market managing experiences, unfavorable external economic environments and irrational counter policies. From these views South Korea should be sure to help the North Korean economic structural transformation for soft landing to guarantee the stability of Korean Peninsular as well as the co-prosperity of two Koreas through the widening and accelerating of the actual economic cooperation initiated by South Korea. In other side it is very suggestable to North Korean government should be aware of stressing economic development as well as handling the nuclear issues under recent unfavorable international environments. We are worry about another hungry march to be happen if North Korea are devoted too much to handle the international nuclear issues instead of solving the domestic economic problems by institutionalizing “the 7.1 new economic management policy”. Furthermore, if North Korean neglect to construct soundly “the 7.1 new economic management policy”, South Korea as well as other friendly countries and international institutions may turn back under the unfavorable environments prevailing ‘rogue states’ or ‘axis of evil’ as nick names for North Korea. The prospect of this bad scenario will may lead to the worst phase on the North Korean economy. We want to believe that North Korean leaders will be enough to get over all these difficulties ahead cleverly.
