국문 초록

2018년 북미 3개 국가 간 합의된 ‘미국·멕시코·캐나다 협정(United States-Mexico-Canada Agreement: USMCA)’이 2020년 7월 1일 부로 발효될 예정이다. 본 논문은 북미자유무역협정(North America Free Trade Agreement: NAFTA) 출범 전후로 이들 국가 간의 무역협정이 멕시코의 경제에 미친 영향과 새롭게 발효되는 USMCA가 멕시코 산업에 어떠한 영향을 끼칠지 조망한다. 구체적으로 논문은 NAFTA 협정 이전의 멕시코 경제 실태를 살펴본 후, NAFTA 협정으로 인한 경제적 파급효과에 대해서 알아본다. 이후, NAFTA가 멕시코의 자동차산업, 마킬라도라 산업, 농업부분에 어떠한 영향을 미쳤는지 알아보고, USMCA 타결이 향후 멕시코 산업에 미칠 파급효과에 대해 논한다. 본 연구는 NAFTA와 USMCA, 그리고 이들 자유무역협정 체제와 멕시코 경제·산업에 대한 이해 수준을 제고시킨다.

영문 초록

United States-Mexico-Canada Agreement (USMCA) that has been agreed between the three North American countries in 2018 will take effect from the beginning of July in 2020. This paper examines the impacts of the North America Free Trade Agreement (NAFTA) and USMCA on the economy of Mexico. More specifically, this research examines the economic status of Mexico before the NAFTA agreement, and then explains the positive and negative economic ripple effect of the NAFTA. Afterwards, it looks into the impact of NAFTA on Mexico’s automotive, Maquiladora, and agriculture sectors, and discusses some of anticipating impacts of the USMCA treaty on the Mexico economoy. The study helps to enhance the level of understanding of NAFTA and USMCA issues on Mexico and industrial sectors, thus offering useful insights on the post- NAFTA regime.
