정책옹호연합모형으로 본 보건의료정책 변동에 관한 연구

국문 초록

본 연구는 우리나라의 보건의료정책의 변동과정을 정책옹호연합모형으로 분석하고 보건의료정책분야 연구를 위한 적실한 수정･보완된 분석틀을 제시하고자 한다. 연구 분석 대상은 최근 보건의료정책 분야에서 대표적 이슈가 되었던 무상의료 논쟁 과정을 분석하였다. 본 연구를 통하여 역대 정부의 보건의료정책 방향이 정권의 정책 기조에 따라 어떻게 변화되어 왔는지를 살펴봄으로써, 궁극적으로는 우리나라 보건의료정책과정의 동태성을 정책이데올로기를 중심으로 보다 적실하게 이해하고자 한다. 이러한 연구목적 하에서 본 연구는 단기적 외부요인, 정책하위체제, 그리고 정책산출로 이어지는 일련의 과정론적인 관점에서 연구를 진행하였다. 연구결과, 보건의료정책변동의 과정은 역동적인 정치적 과정임을 알 수 있었다. 우리나라에서 보건의료정책은 단순하게 합리성이나 바람직함만으로 결정되거나 시행되지 않고, 정권이 바뀔 때마다 기존정책이 뒤집어지고 백지화되거나 표류하는 현상이 나타났다. 이러한 연구결과를 바탕으로 본 연구에서는 다음과 같은 시사점을 제시하였다. 첫째, 정치권과 사회전반에서의 타협, 양보, 소통, 공동체정신이 필요할 것이다. 둘째, 정책과정에서 지나치게 진영논리가 개입되는 것을 방지해야 할 것이다. 셋째, 보건의료정책 영역에서도 상시적인 대화내지는 대타협기구를 설치하는 것을 고려해야 할 것이다. 마지막으로, 국민들이 감시의식과 인기영합주의를 경계할 수 있는 냉정한 판단력을 가져야 한다.

영문 초록

The research purpose is to analyze the process of changes in Korea s health and medical policies by the Advocacy Coalition Framework and to present a revised and supplemented analysis frame for research in the field of health and medical policy. The subjects of the research and analysis analyzed the process of free medical debate, which has recently become a major issue in the field of health care policy. By looking at how the direction of health and medical policies of the previous governments has changed according to the policy stance of the administration, we ultimately want to understand the dynamic nature of the nation s health and medical policy process in a more appropriate manner, focusing on policy ideology. Under these research objectives, This study conducted the study from a series of processological perspectives leading to short-term external factors, policy sub-systems, and policy calculation. Studies have shown that the process of health care policy change is a dynamic political process. In Korea, health and medical policies are not decided or implemented simply by rationality or desirability, and whenever the administration changes, existing policies are overturned, scrapped, or drifted. Based on these findings, the study suggested the following implications: First, compromise, concession, communication and community spirit will be needed in politics and society as a whole. Second, we should prevent excessive intervention of camp logic in the policy process. Third, we should consider setting up a grand compromise body with regular dialogue in the health and medical policy area as well. Finally, people should have a sense of surveillance and a cool judgment to guard against populism.
