국문 초록

작년부터 시작된 미국발 금융위기로 한국을 포함한 전 세계가 경제적으로 침체된 가운데 자국의 보호무역주의가 다시금 고개를 드는 이때에, 한-EU FTA 협상 체결은 한국과 EU를 포함한 많은 나라들에게 자유무역을 통하여 서로간의 실익을 보장하는 win-win 무역관계를 표방하는 기회가 되었다. 한-EU FTA는 한－미 FTA와 비교하여 많은 부분이 비슷한 내용으로 타결되었다. 한국 측으로서는 한－미 FTA의 체결 경험을 통해 한-EU FTA의 체결을 원숙하게 진행해 나갈 수 있었다. 그래서 한－미 FTA에 비해 협상 타결의 어려움이나 양국에서의 반대여론이 훨씬 적었다. 한-EU FTA 체결은 한국과 EU의 무역증진을 통한 GDP와 후생증가 이외에도, 현재 진행 중인 한－미/한－중/한－일 FTA 모두를 촉진시키는 역할을 할 것이다. 그리고 한-EU/한－미/한－중/한－일 FTA 4개 모두가 동시다발적으로 발효될 때 한국으로서는 FTA의 가장 큰 피해부분인 농업부분에 대한 지원과 대책을 최소비용으로 해결할 수 있다. 대외의존도가 70%가 넘는 한국경제는 FTA를 적극 추진하지 않고 국내 경제성장을 꾀할 수 없다. 한-EU FTA 체결을 기회로 현재 한국이 진행 중인 FTA들이더 신속하게 체결되고 발효될 수 있도록 노력할 뿐더러, 더 많은 교역국들과 FTA 가 추진될 수 있도록 정부와 기업들과 온 국민들이 함께 힘을 모아야 할 것이다.

영문 초록

Financial crisis triggered by sub prime mortgage in the US last year has stagnated economy worldwide, with Korea slowly returning to protectionism. The recent Korea-EU Free Trade Agreement comes as a great opportunity for participating nations to mutually benefit from establishment of free trade relations. The Korea-EU FTA details were similar to those of the KORUS FTA which served as a negotiation guide, resulting in much less domestic opposition in comparison to the preceding KORUS FTA. The Korea-EU FTA will promote general welfare through increased bilateral trade and facilitate existing KORUS, Korea-China, and Korea-Japan FTAs. The agricultural sector is expected to undergo the greatest losses, but when all three FTAs (Korea-EU/US/China) simultaneously come into effect, Korea will be able to provide support and countermeasures to the sector at a minimal cost. The degree of dependence on foreign trade is past the 70% mark for Korea, and economic growth is unviable without proactive efforts to conclude FTAs. Through this opportune Korea-EU FTA, the Korean people, corporations and governance must focus not only for a prompt conclusion and effectuation of negotiations in progress, but for further FTAs with trading partners.
