Is China’s Real Exchange Rate Appropriately Valued?

국문 초록

이 논문은 1997-2006년의 빅맥지수를 사용하여 중국의 실질환율을 추정한다. 발라사－사무엘슨(Balassa-Samuelson) 모형을 이용한 패널자료 추정결과, 랜덤효과를 고려한 추정치의 경우 기존에 중국 위안화의 가치를 추정한 논문의 주장과 달리 중국 위안화의 실질가치가 과도하게 저평가 되어있다는 증거를 발견하기 어려웠다. 이 논문의 분석결과는 최근 미국－중국 간 환율전쟁의 배경에는 경제적인 요인보다는 정치적, 전략적인 동기의 역할이 더 클 수 있다는 가능성을 시사한다. 또한 한 나라 통화의 실질가치는 분석기간, 분석방법, 사용자료 등에 따라 달리 나타날 수 있기 때문에 한 나라 통화의 저평가 혹은 고평가 여부를 판단할 때는 신중을 기해야 한다는 점을 인식시켜주고 있다.

영문 초록

This study estimates and analyzes China’s real exchange rate (RER) by using recent data on Big Mac prices and exchange rates for the 1997-2006 period. The empirical results for China’s RER, obtained through the panel estimation with the Balassa-Samuelson effect, suggest that the random effects estimator can appropriately explain the movement of China’s RER and the valuation of the yuan. The results of the random effects estimation indicate that, inconsistent with the findings of previous studies, the residuals for China’RER were very small and that the yuan was appropriately valued over the study period. These results imply that the estimation of the RER and the valuation of a currency should be implemented with caution because of methodological difficulties and data problems associated with exchange rates and prices. Further, the results provide strong support for the view that not only economic incentives but also strategic and political incentives can influence the argument about whether China’s RER is appropriately valued.
