국문 초록

세계경제통상부문의 글로벌화는 선진국과 개도국간의 재화와 용역의 교환정도와 범위를 점점 확대하여 개별 국가의 취업 문제를 해결하는데 크게 기여하고 있다. 본 논문에서는 서비스무역에 관한 선행연구를 검토한 후 중국의 서비스무역 발전이 취업에 미치는 영향을 문헌비교와 정성분석을 통해 고찰해보는데 목적이 있다. 특히 중국은 2001년 세계무역기구에 정식회원으로 가입하면서 서비스업과 서비스무역이 대단히 성장하여 2010년 서비스무역 규모가 세계4위를 차지함으로써 글로벌 서비스무역 발전이 가장 활발하게 진행되고 있는 개발도상국가 중의 하나이다. 현재 중국은 선진국에 비해 서비스무역과 서비스업이 그리 선진화되지 못하여 취업을 촉진하는데 한계를 가지고 있지만 중국정부는 서비스무역을 중국경제의 새로운 성장 동력으로 인식하고 있다. 중국의 서비스산업과 서비스무역은 커다란 잠재력을 보유하고 있으며, 중국경제의 산업구조를 변화시킬 수 있는 전환점을 만들어 낼 수 있는 중요한 부문이다. 현재 중국의 대외서비스무역이 고용을 촉진하는데 크게 기여하고 있지는 못하지만 서비스무역의 발전 가능성은 기타 산업 부문의 노동력 이동을 통해서 새로운 일자리를 창출할 수 있는 여지가 매우 큰 산업 부문이다. 중국서비스무역의 발전은 산업구조조정과 농촌잉여 노동력 문제를 해결할 수 있는 아주 중요한 해결책 중의 하나이다. 본 논문은 이러한 인식을 토대로(I장) 서비스무역에 관한 선행논의 검토(II장)를 통해서 선진국과 개발도상국의 서비스무역발전이 취업과 고용에 미친 영향과 산업부문간에 노동력의 이동을 통해 취업과 고용압력을 어떻게 해결하였으며(III장), 이러한 배경 하에서 최근의 각종 데이터와 수치를 이용하여 중국의 서비스무역 발전과정과 과정상의 문제점 및 개선방향 등을 분석함으로써(IV), 중국 역시 기타 선진국과 마찬가지로 서비스업과 서비스무역의 발전이 지속적인 중국경제성장과정에서 요구되는 잉여 노동력의 해소, 새로운 일자리의 창출, 산업의 구조조정 등에 매우 중요한 작용을 한다는 것(V장)을 제시하였다.

영문 초록

Research achievements of domestic and international service trade theory as well as practice of trade service in the developed countries confirmed that the development of service industry and service trade is of great significance to ease national employment pressures and to adjust the structure of employment. In this paper, on the basis of existing research, using the latest statistics, the authors respectively analyze the present situation of service industries and service trades in developed countries and developing countries including China. Our focus is on the impact of service trade development on national employment. Our study shows that the impact of service trade development on the employment is substantial in the main developed countries, especially in the U.S.A. The development of service trade not only created new jobs in new service factors but also absorbed considerable scale of labors transferred from the other industries. This would no doubt significantly ease the employment pressure of developed countries. Service industries and service trades in developing countries are growing rapidly. However, the impact of service trade on employment in developing countries is not so great in the developed countries. In fact, the development of service trade in developing countries also creates new jobs in service factors and absorbs labors from traditional industries. But, our research shows that the main causes of the increase of the employment in service industries in developing countries are domestic industrial structure adjustments, population pressures, and t rural labor transfers. So, the development of service trade in developing countries has limited influence on the development of service industries and on the increase of employment in service factors. China s service trade and service industry have been developed very rapidly since WTO entry. Currently, China becomes one of the main service trade countries in the world with the service trade volume at world top four. But, the quality and varieties of China’s service trade and service industry are still backward. Main difficulties existing in China’s service industry and service trade are low proportion of service industry in national economy, unreasonable trade structures, out of proportion with goods trade, low employment effects, and immature management skills, etc. Realizing the significance of service trade and service industry in national employment and industrial structure adjustment, Chinese government is using visible hands for changing adverse conditions.
