중국의 도농(都農) 간 소득격차가 경제성장에 미치는 영향

국문 초록

최근 30년간 중국 경제는 고도성장을 해왔다. 그러나 높은 경제성장을 실현한 반면에 높은 소득불평등을 초래되었다. 특히 도시공업부문과 농촌농업부문은 장기적으로 불균형하게 발전함으로써 도농 간 소득격차가 크게 벌어졌다. 이와 같은 배경에서 본 논문은 1990년부터 2016년까지 중국 30개 성(省)의 자료를 이용하여 여러 모형을 통해 도농 간 소득격차가 경제성장에 미치는 영향을 경험적으로 분석하였다. 성(省) 간 관측하지 못한 고정효과를 통제하여 성내에서 시간적 변화에 초점을 맞출 경우 도농 간 소득격차의 확대는 대체로 1인당 실질 GDP성장률을 높이는 것으로 보인다. 5년 평균법, 변수교체 등 방법을 통해 실증결과에 대한 강건성(Robustness)을 확인하였다. 하지만 이 실증결과에 대해서는 조심스럽게 해석할 필요가 있다. 첫째, 도농 간 소득격차가 경제성장에 미친 긍정적인 효과는 왜곡된 메커니즘으로 이루어졌을 가능성이 있다. 둘째, 본 연구에서는 도농 간 소득격차와 경제성장의 중단기적인 관계만 분석했다. 따라서 소득격차가 경제성장에 장기적으로도 양의 효과를 미친다는 것을 의미하지는 않는다.

영문 초록

The Chinese economy has experienced a high growth in the past 30 years, and at the same time it has resulted in high income inequality. In particular, the long-term unbalanced development of industrial economy and agricultural economy has further widened the urban-rural income gap. From the perspective of urban-rural dual structure, this paper empirically analyzed the effect of urban-rural income gap on economic growth using the provincial data of China from 1990 to 2016. By controlling the provincial fixed effects the urban-rural income gap has significant and positive effect on growth. This relationship is robust across variable and time definitions. However, there are significant differences between coastal and inland samples. Although the results of the empirical analysis shows that the urban-rural income gap in China is generally helpful for economic growth, it is necessary to interpret the results carefully. This positive relationship is likely to be achieved by distortional mechanism. Another aspect, we only analyse short-term relationship of the urban-rural income gap on economic growth. It does not mean that the urban-rural income gap has a positive effect in the long-term on economic growth.
