수용소와 미디어 장치들의 역사적 결속 －80년대 초반 삼청교육대와 형제복지원 감금 네트워킹－

국문 초록

이 논문은 1980년 초엽 한국사회의 역사적으로 잘 알려진 치안 스테이트를 수용소-장치들이라는 프리즘을 통해 재조명한다. 사회를 구성한 특정 인구가 어떻게 ‘사회악’으로 분류되고 단속 대상으로 지목되며 결과적으로는 도심의 일상생활자들로부터 격리되어 반인간적인 수용소 장치에 감금되는지, 형제복지원과 삼청교육대라는 역사적 실례를 시스템적으로 연결시켜 살펴볼 것이다. 이 연구는 두 ‘보호시설’을 국가감금 장치로서 현대사에 재배치한다. 연구자는 당연히 이 수용네트워크를 국가의 문제와 결부시킬 것인데, ‘사회정화’를 앞세워 사회를 규율하는 효과성과 특히 올림픽에 대비키 위해 특정 인종을 ‘부랑인’으로 주체화하는 과정을 묘사하기 위해 ‘단속의 레짐’이라는 개념을 만들어 볼 것이다. 이와 함께, 본 연구자는 당시의 국가미디어장치가 어떻게 단속 레짐의 사회적 정의를 선전하고 감금의 인간 재교육 효과를 홍보하면서 수용소 내부 테러의 진실은 은폐⋅억압했는지 그 (반)저널리즘의 실상을 비판적으로 분석한다. 이를 통해 1980년대 초엽 총체적 감금시설(들)의 작동체계 및 양식을 입체적으로 그림 그려보는 게 연구의 최종적인 목표다. 연구자는 저널리스트/이야기꾼의 남은 과제를 상기하고 진실 은폐와 역사 억압의 낡은 저널리즘에 맞서 새롭게 저널리즘을 글쓰기 할 책임에 관해 성찰하면서 글을 마칠 것이다.

영문 초록

This article puts a new light on the historically well-acknowledged policing state of the early 80 s in the Korean society through the prism of encampment apparatuses. More specifically, it tries to investigate how the certain portion of social population is renamed/diagnosed as social evil , violently captured as delinquent object and is eventually encamped within inhumane concentration camps, by reconnecting the two systems of Samchung Re-education Camp and Brother s Welfare Center together. In this way, it relocate the two protective facilities as state detention apparatuses. The author will, of course, link this detentive network to the problematic of state. For that, he invents a concept of regime of capture in order to describe social discipling effectivity in the slogan of social cleansing , and to reveal subjectification process of certain races into the delinquents. In addition, the author critically analyzes the ways the (anti)journalistic practices of state media apparatuses of that period, propagating the social justice of very regime of capture, publicizing the human reeducation effectivity of encampment, and oppressing/suppressing the inside the terror within the very concentration camps. The goal of this study is to make a complex picture of the mode by which the total detaining institutions in the early 80 s has operated with in South Korea. It will end by reminding the remaining duty of the journalist/storyteller, by reflecting the unfulfilled responsibility of new journalism writing against the truth-suppressing, history-oppressing practice of old journalism.
