‘시민사회론의 한국적 변용’에 대한 연구사적 고찰

국문 초록

이 글은 시민사회론의 한국적 변용을, 그동안 쟁점이 된 연구주제들에 속하는 문헌들에 대한 검토를 통해 살펴보려 한 연구사 정리이다. 1990년대 초반부터 본격적으로 시작된 한국에서의 시민사회론 연구는 크게 세 가지 흐름으로 전개되었다. 우선 동구 사회주의권의 붕괴와 한국에서의 ‘시민운동’의 등장과 맞물려 ‘또 다른’ 변혁론으로써의 가능성을 시민사회론에서 발견하고자 하는 연구와 이를 둘러싼 논쟁이 이루어졌다. 이와 비슷한 시기에 한국에서의 민주화 이행, 공고화 과정과 시민사회를 연결시켜 분석하려는 연구들이 1990년대 중반까지 많이 제출되었다. 그러나 이 두 가지 흐름은 1990년대 중반 이후 사회운동, 특히 소위 ‘시민운동’의 성장과 그것의 정치적 영항력이 확대되고 수많은 시민단체 또는 NGO들이 활발히 활동을 전개하는 현실을 자신들의 관점에서 새로이 분석하고 발전시키는 모습을 보여 주지 못하였다. 반면, 1990년대 후반부터는 위의 두 가지 흐름의 연구자들과 배경과 전공을 달리하는 많은 연구자들에 의해 시민단체와 NGO의 조직과 활동을 소개하고 분석하는 언구들이 급격히 증가하였다. 그러나 이 흐름의 경우 시민사회 내부의 복합성과 쟁투성을 충분히 고려하지 못하는 한계를 보여 주었다. 한편 최근에는 이러한 기존 연구들의 한계를 보완하고자 하는 새로운 연구들이 제출되고 있다. 이 글에서는 한국 시민사회의 ‘특수성’과 ‘보편성’을 역사적, 비교사회학적 관점에서 분석하고자 하는 흐름과 ‘시티즌십(citizenship)’에 주목하면서 시민정치론의 구성을 기획하는 연구들을 중심으로 살펴보았다. 이 두 가지 흐름은 시민사회에 대한 근본적 질문을 새로이 제기한 것으로 ‘어떤 시민사회인가’, 그리고 ‘누구의 시민사회인가’를 되짚어 보는 작업들이라 할 수 있다. 마지막으로 이 글에서는, 앞으로 한국에서의 시민사회론 연구가 기존의 성과들을 종합하고 한 단계 진전시켜 나가기 위해 사회운동론의 시각과 방법론을 보다 적극적으로 활용할 것을 제안하고 있다.

영문 초록

This essay explores a historic trajectory of academic research on civil society in Korea by examining major research literatures. Since the early 1990s, a lot of research outcomes on civil society have been produced in Korea. The vast amount of those researches can be grouped as three main perspectives. One group of scholars paid attention to civil society theory, largely from Gramsci and Habermas, expecting to find out any viable transformative alternative to traditional revolution theories. Another group delved into the role of civil society in the transition and consolidation of democratization in Korea. By the mid-1990s, however, the early enthusiasm for civil society studies in Korea had significantly declined. As a result, while social movements in Korea-especially what is called simin movement -has grown rapidly since that time and expanded their social influence both over the state and the market, only a few researchers kept on their academic researches to analyze the dynamics of these social movements. Meanwhile, since the last half of 1990s, a number of researches on civil society have begun to focus on the activities of non-governmental organizations(NGOs) or non-profit organizations(NPOs). However, it should be noted that those organizations are only a part of various actors in civil society, which cannot be identified with social movements and cannot be regarded as civil society itself. Recent literatures on the Korean civil society show two new streams of analysis theoretically and empirically. One is the introduction of a historical-comparative perspective to specify the universality and particularity of civil society in Korea. The other is an emerging interest in the concept of citizenship and citizen politics . Based on a comprehensive literature review, this paper proposes that theories and methodologies in social movement studies be actively incorporated in the studies of the Korean civil society to complement their existing research and analysis and develop new theoretical frameworks.
