NGO와 항공기 소음문제의 사회운동

국문 초록

항공기 소음문제를 한국 김포공항 주변의 지역주민운동의 사회운동의 과정과 결과 분석을 통해서 파악한다. 사회운동의 과정과 결과 분석에서는 해인즈워스(Brad E. Hainsworth)의 사회운동 과정분석과 윌리엄 갬손(William Garmson)의 사회운동 결과분석 틀을 적용하여 김포공항주변의 소음문제의 사회운동 과정과 결과를 분석하였다. 사회운동의 과정분석은 사회운동의 발단, 확대, 조직화, 해결, 결과의 각 단계별로 구분하여 그 내용을 파악하였다. 운동의 확대와 조직화의 단계에서는 발단의 단계에서는 단순한 지역주민의 관심을 갖는 정도에서 이 운동이 사회화되는 과정에서 확대와 조직화의 단계에서는 참여연대, 민주사회를 위한 변호사 모임, 환경운동연합 등과 함께 공동기자회견을 갖고 소음피해에 대한 위자료를 국가, 공항공단, 항공사를 상대로 청구하는 집단소송을 내기로 하면서 크게 확대, 조직화되었다. 운동의 결과는 피해주민에 대한 보상, 정책과 제도화로 문제를 수용, 소음부담금제도를 실시하여 결과를 갬손(Gamson)의 사회운동의 결과 분석틀에 적용하여 반응, 흡수, 선매, 좌절의 네 가지 성패결과에 대입하면 거의 전면수용의 유형에 이를 정도로 결과가 나타났다. 이러한 한국에서의 항공기 소음문제가 운동의 결과가 수용될 수 있었던 것은 1987년 민주화 이후의 시민사회운동의 사회적 기회구조에 맞아 떨어졌기 때문인 것이다.

영문 초록

This article aims to investigate aircraft noise problem around Kimpo airport, to establish the changing model of process on social movement, and analyze the results. The changing model on the social movement explores the processes of issue evolution as following six stages: 1st issue trend, 2nd origin, 3rd amplification, 4th organization, 5th resolution and 6th acceptance. The 1st stage is the latent period of the issue trends. The regional population, on the 2nd originating stage, insists on their own opinions and claims. The amplification on the 3rd stage promotes the solidarity among the populations. The 4th organized stage connects the population movement with civil social movements such as NGOs. The 5th resolution codes the rules and regulations to accept issues, and establishes the public institutions. The last 6th accepting stage analyze the results of legislation and institutionalization of the concerned laws and policies. Investigating the processes of the issue management on the aircraft noise problems, it is said that, in the basic initiating first three stages, while operating actors (airlines, state, airport authority) concealed the rising issues, populations make an efforts to amplify the issues, and that, in the last three positive stages, while the acting groups positively amplify the movement with social civil movement, operating actors actively adapt the movement. According to the resulting model from the success and failure of social movements, the analysis of the social movement on the aircraft noise problem around Kimpo airport can be summarized as the nearly full acceptance.
