한국 대학 교양교육의 구조적 난점과 과제

국문 초록

이 글에서는 교양교육의 중요성과 그 개선의 시급성에도 불구하고 큰 변화의 가능성이 희박해 보이는 한국 대학에서 교양교육의 발전을 가로막고 있는 구조적 문제들을 확인하고 그것을 극복할 수 있는 가능성을 탐색한다. 교육 목표의 교육과정과의 연계성 및 명료성 부족, 엘리트 교육 단계의 고등교육 모형에 입각한 학과 중심의 학사 구조 및 학사 운영, 임박한 학생 수 격감에 따른 대학 구조 조정에 매우 취약한 현행 학사 구조의 한계, 교양교육의 정상적 발전을 가로막고 있는 대학 재정의 구조적 문제점, 교양교육에 대한 대학교 차원의 총체적 접근을 어렵게 하는 대학 의사결정 구조, 개별 대학의 적극적인 대응을 좌절하게 만드는 대학 서열 구조 등 여러 가지 구조적 문제점들이 확인되었다. 이러한 구조적 난점들로 인하여 교양교육이 당장 획기적으로 개선될 것을 기대하기 어렵지만, 닥쳐올 위기 상황을 극복하고 세계적 수준의 대학으로 도약하기 위해서는 각 대학들은 각각의 여건과 발전 방향에 따라 학부대학 모형의 학사 구조 도입 검토 등 교양교육을 혁신하기 위한 자율적인 노력을 본격화해야 한다.

영문 초록

In spite of the importance and urgency of improving general education in Korean universities, significant changes in general education are unlikely to happen in the near future. This essay explores a number of structural problems that have hindered such changes and suggests ways to overcome those problems. These problems are; ambiguity of educational goals and their insufficient coherence with curricula, academic structures based on a department system that was once suitable for an elite system of higher education but unsuitable for an universal enrollment stage of higher education, limits and weakness of current academic structures that should confront oncoming radical student number reduction and unavoidable needs of university restructuring, lack of financial resources and problems of it s allocation, governance issues related to the general education, persistent university hierarchy based not on the educational quality of universities but mainly on the reputation and freshmen s scores of the College Scholastic Ability Test, and so on. In order to improve general education and to upgrade the quality of higher education as a whole, each university should now deeply considervarious innovative ideas, especially the strength of a university college system.
