국문 초록

본고는 20세기의 정치사상가 한나 아렌트(Hannah Arendt)의 독특한 3층위 연방제 평화구상에 관한 연구이다. 아렌트는 이스라엘 건국 전후의 긴박한 상황 속에서 다가올 혹독한 분쟁을 예견하고 이스라엘-팔레스타인 연방을 제도적 대안으로 제시하였다. 팔레스타인 지역은 혼성적인 민족들이 공존하는 장구한 인종·문명·종교 간 충돌지역이었기 때문이다. 본고는 그동안 아렌트 연구에서 주목받지 못했던 그의 평화사상, 특히 연방(federation) 개념과 구상을 일차 저작들에 바탕하여 이스라엘-팔레스타인 분쟁을 사례로 분석하고 있다. 자신이 유대인이었음에도 불구하고, 아렌트는 안팎을 함께 보는 아르키메데스적인 사유전환을 통해 국민국가 체제 및 주권 개념에 대한 예리한 비판 위에서 유대 국민국가-이스라엘 건설 노선을 비판한다. 동시에 아랍과 유대의 평화체제를 수립할 수있는 바람직하면서도 현실적인 안으로서 아랍인-유대인 지역 공동체 평의회, 지역연방(지중해연방/신영연방), 유럽연방으로 이어지는 아랍-유대 3층위 연방안을 제시한다. 그가 보기에 이 3층 연방안은 오랜 역사 속에서 다민족·다종교·다문화의 융합과 충돌로 혼합된 이스라엘-팔레스타인 지역에 평화를 창출할 수 있는 가장 적합한 정치체인 것이다.

영문 초록

This paper is on the unique three-layered federal peace initiative of Hannah Arendt, the 20th-century political thinker. Arendt had foreseen the upcoming conflict in the urgent situation before and after the foundation of the State of Israel and introduced a federation of Israel-Palestine as an institutional alternative since Palestine has been a region of multiple nations and ethnicities, and of frequent tensions and conflicts among civilizations. Based on her writings, this paper analyzes Arendt’s peace initiative for Israel and Palestine, especially the idea of federation, which has never come to the fore by Arendtian academy. Even though she was a Jew, Arendt criticized the construction of the Jewish Commonwealth and Israel with a keen criticism of the nation-state system and the concept of sovereignty through Archimedean ideological transformation―the viewpoint from inside and out. At the same time, Arendt proposes the three-layered Arab-Jewish federation, as a desirable and realistic way to establish peace regimes between Arab and Jewish, including Arab-Jewish community councils, regional federations(Mediterranean Federation/New British Commonwealth), and a federation of European countries. In her view, this three-layered federation is the most suitable political body to create peace in the Israeli-Palestinian region, which has been an amalgam of multiethnic, multi-religious, and multiculturalism in its long history.
