국문 초록

한국사회에서는 저출산현상이 국가적 위험이라는 사고가 지배적 담론으로 확산되어 있다. 저출산이 국가사회적 위험임에는 분명하지만 위기론 위주의 지배담론에 묻혀서 젠더관점을 고려한 다양한 대응방안을 제공할 수 있는 대안적 담론들이 형성되지 못하고 있는 것은 바람직하지 못하다. 이 연구는 저출산이 심화되어 있고, 지방소멸의 위험성이 높은 것으로 예측되고 있는 경상북도를 대상으로 하여, 저출산에 대한 정책적 담론이 어떻게 형성되어 왔는가를 종단적으로 살펴보았다. 분석자료는 도의회의 회의록이었으며, 분석방법은 회의록 내용을 위기론과 낙관으로 구분하고, 중심적 내용들을 정리하여 제시하는 방법을 택하였다. 연구결과를 보면 경상북도에서는 지금까지 주로 위기론 중심의 정책적 담론이 지배적이었으며, 젠더적 측면을 고려한 대안적 낙관론은 매우 희박하게 형성되어 있었다. 그러한 맥락 속애서 젠더적 측면을 고려한 정책적 방안들은 발달하기 어려웠다. 따라서 이 연구는 이러한 연구결과를 고려하여 다양한 제언을 제시하였다.

영문 초록

In Korean society, the idea that low fertility is a national risk has spread to the dominant social discourse. Although it is clear that low fertility is a national social risk, it is not desirable to have alternative discourses buried in crisis-oriented governance discourse that can provide various countermeasures considering gender perspectives. This study examined the policy discourse on low fertility in the Gyeongsangbuk-do province, where low birthrates are intensified and the risk of local extinction is high. The analysis data was the minutes of the province council, and the analysis method was to classify the minutes into crisis theory and optimism, and to present the central contents. According to the research results, policy discourse focused mainly on crisis theory has been dominant so far in Gyeongsangbuk-do, and alternative optimism considering the gender aspect was very sparse. Within such contexts, policy measures that take into account gender aspects have been difficult to develop. Therefore, this study presented various suggestions in consideration of these findings.
