청년여성 취업지원 프로그램 현황에 관한 연구

국문 초록

청년실업이 심각한 문제로 대두되고, 청년층의 취업난이 장기화됨에 따라 정부차원의 정책적 일환으로 다양한 취업지원 프로그램이 증가하고 있으나 청년여성에 특화된 프로그램은 없고, 청년실업문제는 여전히 해결하기 어려운 과제로 남아있다. 이러한 상황에서 본 연구는 현재 중앙정부의 청년여성 대상 취업지원 프로그램의 현황 및 문제점을 분석하여 향후 실효성 있는 청년여성 취업지원 정책수립의 기초자료로 제공하고자 하였다. 본 연구의 목적을 달성하기 위한 연구방법은 문헌분석을 중심으로 하였다. 취업지원 프로그램과 관련한 그동안의 선행연구들은 주로 대학에서 학생들을 대상으로 진로교육부터 취업지원까지 모든 형태의 프로그램으로 정의하면서 취업지원 프로그램의 내용을 다양화하고 있다. 이를 바탕으로 청년여성 취업지원 프로그램은 청년여성의 생애주기를 고려한 취업지원 서비스로 첫째, 중고등학교 시절부터 여학생 대상 생애 진로설계 프로그램이 진행되어야 하고, 둘째, 성인지적 관점에서 진로 및 취업지원 프로그램이 설계되어야 하며, 셋째, 노동시장 진입 후 경력단절 예방, 지속적인 경력유지 및 경력복귀 지원 등의 프로그램도 함께 고려되어야 할 것이다. 연구결과를 요약하면 다음과 같다. 현재 중앙정부와 각 지방자치단체에서 추진하는 청년대상 취업지원사업은 매우 많고 다양하지만, 이 중 청년여성에 특화된 사업은 거의 없다고 할 수 있다. 청년여성에게 특화된 사업은 2003년부터 수행한 여성가족부의 ‘여대생커리어개발 지원사업’과‘청년여성 멘토링’,‘온라인경력개발센터’,‘여성새로일하기센터’,‘여성인재아카데미’가 있다. 또한 과학기술정보통신부의 WISET은 이공계 여성인재를 육성·지원하는 사업으로 위셋 아카데미, 위셋 멘토링, 이공계 취업포털 WE 두드림 등 다각도로 펼치고 있다. 고용노동부의 대학일자리센터에서 여성 특화프로그램으로 자기이해 증진, 직업탐색, 취업목표 설정 및 계획수립. 직무능력훈련, 창업· 창직훈련 등의 서비스를 제공하고 있다. 청년여성 대상 취업지원 프로그램의 문제점으로는 첫째, 청년여성의 특성을 고려한 프로그램의 부족, 둘째, 대학 졸업 후 취업지원 프로그램 부족, 셋째, 청년 취업지원사업의 지역간 편차로 나타났다. 이를 바탕으로 청년여성 대상 취업지원 프로그램이 청년여성들의 취업에 더 많은 도움이 되기 위해서 몇 가지 제언을 하면 다음과 같다. 첫째, 청년여성에 특화된 취업지원 사업의 확대가 요구되어진다. 청년여성에게 특화된 여대생커리어개발센터와 같은 기구를 전체 대학으로 확충하고, 여성새로일하기센터 역할과 연계하여 지속적인 경력유지가 될 수 있도록 하여야 할 것이다. 둘째, 청년층 취업지원 프로그램의 대상을 재학생을 비롯한 미취업자뿐만 아니라 정규직과 괜찮은 일자리로 이동하기 위해 경력개발을 희망하는 청년층을 보다 적극적으로 포함할 필요가 있다. 재학 중 학교에서 이루어지는 경력관리 프로그램과 연계하여 졸업 후에는 각 지방자치단체의 여성인력개발기관(예, 여성인력개발센터 등)에서 청년여성에 대한 취업지원서비스의 확대 지원을 검토할 필요가 있다. 또한 여성새로일하기센터의 경력개발형 유형을 확대 지정하여 대학과 연계해서 졸업 후 청년여성 취업지원서비스를 지원하는 것을 검토해 볼 필요가 있다. 셋째, 현재 중앙정부나 지방자치단체별로 추진하고 있는 대표적인 청년 취업지원사업의 내용과 성과를 지역별, 성별로 분류하여 검토할 필요가 있다. 그 결과를 토대로 지역간 지원사업의 불균형을 최소화하고 특정집단이 소외되지 않도록 사업을 재정비 하여야 할 것이다. 넷째, 청년여성 및 멘토 DB 구축이다. 노동시장 진입이전, 진입단계, 진입이후까지 필요한 취업관련 구직정보, 직업훈련프로그램, 장기 경력설계를 위한 상담 등의 다양한 정보를 제공하여 지속적인 경력유지를 할 수 있도록 하여야 한다.

영문 초록

As youth unemployment has become a serious problem and the employment crisis of young people has been prolonged, a variety of employment support programs have been increasing as part of the governmental policy. However, there are no specialized programs for young women and youth unemployment remains a difficult task to solve. In this context, this study analyzes the current status and problems of the employment support program for the young women in the central government and aims to provide the basic data for establishing effective employment policies for young women in the future. The purpose of this study was to focus on literature analysis. Previous studies related to the employment support program have mainly defined the programs of all kinds, from career education to employment support, in the university, and diversify the contents of the employment support program. Based on this, the program for supporting the employment of young women should include the career support service considering the life cycle of the young women. First, the career planning program for the female students should be carried out from the high school days. Second, career and employment support programs should be designed from a gender perspective, Third, programs such as prevention of career interruption after continuing to enter the labor market, sustained career retention, and career return support should be considered. The results of the study are summarized as follows. Currently, there are many and varied projects for employment support for young people by the central government and local governments, but Among them, there are few projects specialized for young women. Specialized projects for young women include Women s career development support program , Women s Mentoring for young women , Online Career Development Center , Women s New Job Center(Saeil Center) , and Women s Talent Academy . In addition, WISET, the Ministry of Science and ICT is developing and supporting female talents in science and engineering fields, such as Wiset Academy, Wiset Mentoring, and WE DoDream. Promoting self-understanding, job search, setting employment goals and planning with women-specific programs at the University Job Center in the Ministry of Employment and Labor. Job skills training, entrepreneurship, and entrepreneurial training. The problems of the employment support programs for young women are as follows: First, lack of programs considering the characteristics of young women; second, lack of employment support programs after college graduation; and third, regional disparities of youth employment support projects. Based on this, I suggest some suggestions to help young women s employment support programs to help young women s employment. First, it is required to expand employment support projects specialized for young women. It is necessary to expand the organization such as the Career Development Center for Women specialized in young women to all universities and to maintain the career continuity in connection with the role of saeil center. Second, it is necessary to more actively include young people who want to develop their careers to move full-time and full-time jobs, as well as unemployed people, including students, to the subject of the youth employment support program. After graduation, it is necessary to examine the support for expanding employment support services for young women in Women s Resource Development Institutions (eg, Women s Resource Development Centers, etc.) of local governments in connection with the career management program at school during their school years. It is also necessary to consider expanding the type of career development type in the women s New Job Center(Saeil Center) and supporting the employment support service for young women after graduation in connection with the university.
