Cultural Sustainability, Creativity, and Innovation: A Case Study of a local NGO in Nepal

국문 초록

네팔은 국제 및 현지 비정부기구(NGO)의 역할과 기능을 이해하고 이들의 사업이 실제로 해당 국가의 지역민의 삶의 질 향상에 얼마만큼 기여하는지에 대한 연구를 진행하기에 가장 흥미로운 국가 중 하나이다. 그 이유는 네팔의 사회복지부에 공식적으로 등록된 국제 및 현지 NGO의 수만 하더라도 47,000여개가 넘기 때문이다. 이를 통해 유입되는 엄청난 양의 기금 지원에도 불구하고, 네팔은 여전히 남아시아의 최빈국 중 하나이다. 본 논문은 네팔의 현지 NGO인 스카워티 재단(Sukawati Foundation)을 사례로, 저개발 국가의 관점에서 문화적 지속가능성이 근간이 되어 어떻게 해당 조직과 지역민의 창의성과 혁신을 이끌었는지를 살펴보고자 했다. 네팔의 많은 현지 NGO 중 스카워티 재단의 사례는 독특하다. 이들은 네팔정부와 지역사회, 그리고 그들의 지원단체인 한국의 아름다운재단과 효과적인 파트너십을 통해 이들이 몸담고 있는 지역사회에 타국의 개입이 아닌 주체적이고 자성적 관점을 통해 독창적이고 혁신적인 결과를 가져왔다. 본 연구는 질적연구방법을 통해 현지 NGO의 독특한 사례를 면밀히 조사함으로써, 문화적 지속 가능성과 창의성 그리고 혁신 간의 관계에 대한 학술적 이해와 연계를 이끌어냈다는 데 의의가 있다.

영문 초록

Maybe, Nepal is one of the most interesting countries in which to investigate the dynamics of international and local NGOs as well as how development and foreign aid affect beneficiaries’ lives, because over 47,000 International and local NGOs are registered in the Social Welfare Council of Nepal. In spite of the numerous international and local NGOs and abundant foreign aid, Nepal still remains one of the poorest countries in South Asia. This paper explores the potential and challenges of the use of cultural sustainability as an underpinning foundation for creativity and innovation from the perspective of a developing country by focusing on the case of a local NGO in Nepal, the Sukawati Foundation. Among many local NGOs in Nepal, Sukawati Foundation is unique, which can be shown as creative and innovative, in terms of building partnership with its community, authorities (i.e., government officials), and its aid organization, Beautiful Foundation, in Korea. The purpose of this study is not to generalize but to gain an understanding of the relationship among cultural sustainability, creativity, and innovation in aid-dependent countries by closely looking at a case by adopting qualitative research methods.
