국문 초록

한국정치의 특징 중 하나인 지역주의가 한국정치의 발전을 저해하는 요인으로 여전히 지목되고 있는 현실은 지방분권과 지방정치가 어떠한 모습으로 자리매김해야 하는지를 고민하게 한다. 기존의 연구들은 정치적 효능감이 정치참여에 긍정적인 영향을 미친다고 보고하고 있다. 그러나 이러한 연구들은 대부분 지역에 기반을 둔 지역적 요소, 다시 말해, 주민의 지역정체성을 고려하지 못하였다. 또한 정치참여가 자원봉사나 시민단체 활동과 같은 지역사회활동을 반드시 포함하지는 않는다는 점에서 지역사회활동에 대한 영향을 간과한 측면이 있다. 따라서 본 연구는 지역주민의 지역정체성에 대한 인식과 지역사회활동을 통한 지역사회 기여에 대한 인식이 정치적 효능감에 미치는 영향관계를 경험적으로 검증 및 규명하고자 한다. 분석결과, 첫째, 지역정체성은 해당 지역에 거주하는 시민이 그 지역사회에 서 갖는 소속감과 유대감을 바탕으로 축적되는 것으로 지역정체성이 높아진다면 정치적 효능감 또한 증가하는 것으로 나타났다. 둘째, 지역사회활동에 적극적인 참여와 그로 인한 지역사회에 기여하고 있다는 인식의 증가도 정치적 효능감에 긍정적인 영향을 미치는 것으로 확인되었다. 이러한 결과는 지방분권 패러다임에 따른 지방정치의 새로운 변화를 위해서 지역수준에서의 고려해야 할 여러 가지 사안 중에서 지역정체성에 대한 이론적이고 실천적인 연구와 정책이 필요함을 시사한다. 지역정체성은 단기간에 그리고 일회성 이벤트로 함양될 수 없기 때문에 이제 정착시켜야 할 지방정치와 주민자치의 범주에서 충분히 고려되어야 한다. 지방정치의 올바른 정착과 주민자치의 실현은 지역 주민이 지역사회활동을 적극적으로 참여하고 그에 상응한 자기효능감과 더불어 지역사회에 기여하고 있다는 자긍심이 수반될 때 비로소 가능하고 이것이 정치적 효능감으로 연결되어야 할 것이다.

영문 초록

The regionalism in Korea is regarded as a factor hindering the development of Korean politics. Given this, it is time for us to seriously consider what decentralization and local politics should be like. Existing studies report that political efficacy has a positive effect on political participation. However, these studies failed to take into account local factors based on the region, i.e. the local identity of the residents. It also overlooked the impact on community activities in that political participation does not necessarily involve community activities such as volunteer work or civic group activities. Therefore, this study seeks to empirically verify and identify the relationship between the perception of local residents local identity and their perception of community contribution through community activities to political efficacy. The analysis shows that first, regional identity is accumulated based on the sense of belonging and association that citizens living in the area have in the community, and that if the identity of the community is increased, political efficacy will also increase. Second, active participation in community activities and the consequent increase in the perception that they contribute to the community have also been confirmed to have a positive effect on political efficacy. These results suggest that theoretical and practical research and policies on regional identity are needed among the various issues to be considered at the local level for a new change in local politics following the decentralization paradigm. Regional identity cannot be nurtured in a short period of time and as a one-off event, it should now be fully considered in the categories of local politics and resident autonomy to be settled. Proper settlement of local politics and the realization of resident autonomy are possible only when local residents actively participate in community activities and are accompanied by a sense of pride that they are contributing to the community along with their corresponding self-efficacy, which should lead to a sense of political effectiveness.
