참여 및 숙의형 거버넌스를 위한 주민참여예산제 개선방안 연구

국문 초록

이 연구는 제도적 기반 조성과 정착 단계를 넘어 2018년 지방재정법 개정 이후 새로운 전환기에 접어든 주민참여예산제도의 운영실태를 심층적으로 분석하기 위해 시도되었다. 제도개편을 통해 주민참여예산의 새로운 도약을 모색하고 있는 부산시를 분석대상으로 삼았으며, 주민참여예산제 운영의 핵심원칙으로 도출한 참여, 숙의, 협력적 거버넌스의 분석지표로 운영실태를 분석하였다. 특히 문헌연구, FGI, 설문조사 등의 질적·양적 분석방법을 모두 활용해 부산시와 16개 구·군의 실태를 종합적으로 파악하고 그 함의를 통해 개선과제를 모색하였다. 분석 결과, 부산시는 주민제안 유형 확대와 운영절차에서의 개선 노력이 있었음에도 불구, 주민참여의 다양성 확보와 숙의의 강화 등 참여와 숙의 부문의 분석기준을 전반적으로 충족시키지 못한 것으로 나타났다. 또한 협력적 거버넌스 측면에서도 지역 내 여러 주체들 간, 광역-기초단체 간 연계가 부족해 한계가 노정되었다. 이 같은 결과는 중앙정부가 여러 차례의 지방재정법 개정으로 참여예산제 활성화를 유도하고, 실제 다수의 지방정부가 제도개편을 통해 운영개선을 모색하고 있음에도 여전히 참여, 숙의, 거버넌스의 규범적 가치 실현과 실효성 확보 차원에서 제한성을 드러내고 있음을 확인시켜준다. 분석 결과를 토대로 ‘다양한 시민의 참여기회 확대’ 등 7가지 개선안을 세부과제별로 제안하였다. 이는 발전방향을 모색하고 있는 다른 광역시·도에도 시사점을 줄 수 있을 것이라 판단된다.

영문 초록

This study was conducted to analyze the operational status of Participatory Budgeting, beyond the institutional foundation construction and settlement stage, which has entered a new transition period since the amendment of the 2018 Local Finance Act. Busan metropolitan city, which has been seeking a new leap in Participatory Budgeting through institutional reorganization, was selected for analysis; its operational status was analyzed for the indicators of participation, deliberation, and collaborative governance, which are the key principles of Participatory Budgeting. In particular, by utilizing both qualitative and quantitative analytical methods such as literature review, FGI, and surveys, this study comprehensively investigated the actual state of Busan metropolitan government and 16 basic local governments, and sought implications for improvement. The analysis results showed that overall, Busan did not meet the analysis criteria for participation and deliberation, such as securing the diversity of residents’ participation and strengthening deliberation, although there were efforts to expand the types of resident proposals and improve operating procedures. Also, in terms of collaborative governance, limitations were due to the lack of linkages between various regional actors and metropolitan-basic local governments. This result suggests that although the central government has revitalized Participatory Budgeting through several amendments of the Local Fiscal Act and many local governments are seeking to improve their operations through institutional reforms, there are still limitations in terms of realizing the normative values of participation, deliberation, and collaborative governance. Based on the analysis results, this study suggests seven improvement proposals, including “expanding various participation opportunities for citizens” for each specific task. This may also have implications for other metropolitan cities and provinces which are seeking directions for development.
