국문 초록

이 연구는 북한 과학기술 부문 여성 과소대표성의 구조적 요인을 찾아보고자 했다. 연구 결과는 다음과 같다. 첫째, 정책적 차원에서 북한당국은 국방·특수 부문과 일반 부문을 차등화하여 자원을 배분하고 주요부문에 남성을 집중배치 해왔다. 남성 상급자 중심의 집단연구체제 또한 성별직급분리를 전제로 하면서 과학기술 부문은 대체로 타 부문 대비 직급·직종 성별 격차가 크게 나타난다. 둘째, 사회문화적 요인을 살펴보면, 과학기술계 내부의 여성 배타적 인식과 관행이 만연하고 여성에 대한 저평가 현상도 뚜렷하다. 여성에게만 일·가정 양립의 책임을 전가하는 북한 사회 전반의 분위기와 과학기술계의 남성 중심적 구조가 중첩하면서 성불평등은 심화된다. 이러한 가운데 시장화 확대와 여성의 생계부양자화 현상 또한 여성의 과학기술계 이탈을 촉진하였다.

영문 초록

The aim of this article is to analyze the gender structure inside and outside the scientific community. The results of the analysis are as follows. First, the North Korean government places high priority on the Military, IT, Heavy Industry Engineering sectors and deploy men mainly. The Group research system centered on male superiors is also evidence showing phenomenon of gender discrimination on job position. There is no separate support policy for Women Scientist. The North Korean government s STEM policy makes men the standard model for scientists and engineers. Second, internal society of STEM, the majority of the process of carrying out tasks and building a career is accompanied by network of male relationships, which is organized in a excluding female. And there is a clear undervaluation of women. Third, a number of female scientists and engineers have moved into the informal realm since the collapse of the rationing system in the mid-1990s, while men have either maintained their own careers and expertise or moved within the sector in search of better opportunities. This is the result of the overlapping male-centered structure of STEM with the overall gender division atmosphere of North Korean society.
