국문 초록

21세기 사회는 교통·통신의 발달, 세계화, 인권 신장 등으로 국제이주자들이 점증하고 있다. 이들의 증가는 문화적 차이를 부각시켰고, 이 차이는 종종 부정적으로 인식되어 적잖은 갈등을 야기하고 있다. 이 사회적 갈등은 막대한 사회적 비용을 요구한다. 이런 유감스러운 일을 막으려면 효과적이고 적절한 사회적, 교육적 조치가 필요하다. 다문화교육과 상호문화교육은 교육계의 대표적인 문화다양성 관리 모형이다. 미국의 영향을 많이 받은 한국의 교육계는 영미권의 다문화교육에는 지대한 관심을 보이고 유럽권의 상호문화교육에는 거의 관심을 보이지 않고 있다. 이런 한국과는 달리, 유럽평의회, 유럽연합, 유네스코와 같은 국제기구들은 상호문화교육을 오래전부터 지지하고 권장하고 있다. 본 논문에서 이런 국제기구들이 상호문화교육을 어떻게 지지하고 확산시켜 왔는지, 그리고 이 세 기구가 상호문화교육과 관련해서 어떤 관계를 맺고 있는지 알아보았다. 전체적으로 볼 때, 상호문화교육은 유럽평의회가 가장 먼저 권장하였고 유럽의회와 유네스코도 이에 동참하고 있다.

영문 초록

In the 21st century, society has truly become an era of international migration due to the development of transportation and communication, the rise of globalization, and the advancement of human rights. The increasing number of international immigrants has highlighted cultural differences, which are often perceived negatively and caused considerable conflicts. This kind of social conflict requires an incalculable expense from society. Various social and educational measures are needed to prevent such regrettable incidents. The representative measures of the education sector include multicultural education and intercultural education. However, the educational system of Korea focuses only on the United States’ multicultural education model and has shown relatively little interest in the intercultural education model used in Europe. Unlike Korea, international organizations such as the Council of Europe, the European Union, and UNESCO have supported and encouraged the intercultural education model for a long time. This paper closely examined how these international organizations have supported and promoted intercultural education and how these three organizations have formed a mutual relationship regarding intercultural education. In short, intercultural education was first encouraged by the Council of Europe, and the European Parliament and UNESCO have joined in supporting it. These three organizations have been working together in various ways since the 2000s; thus, intercultural education is also naturally connected with democratic civic education and global civil education.
