국문 초록

이 연구는 포항개발사례를 통해 도시레짐의 형성과 변화요인을 도시정치 행위자간 역학관계 속에서 검토하였다. 분석 시기는 포항제철 설립이 시작된 1967년부터 도시정부의 통치양식이 변화된 1987년까지를 대상으로 하였다. 구체적인 분석을 위해 주요개발 사례인 포항제철과 지곡단지개발을 분석대상으로 설정했다. 포항의 도시정치과정을 검토한 결과 다음과 같은 사실을 알 수 있었다. 첫째, 포항의 도시정치를 지배해온 세력은 시기별로 정도의 차이가 있지만, 단적으로 중앙집권적 개발세력이었다. 국가권력이 포항제철을 설립하면서 포철개발세력을 내세워 장기간 도시를 지배했다. 둘째, 도시레짐의 구성요인이 어떻게 작동했는지 개발의제를 중심으로 분석하였다. 우선, 포항제철 입지선정은 지리적 여건이 우수한 기술공학적 적합성뿐만 아니라 군사적 요인과 표를 의식한 정치 공학적 요인이 복합적으로 작용했다. 다음으로 포철 성장기의 지곡단지 개발은 포철의 산업고도화를 위한 중추관리기능인 사회적 하부구조를 건설하는 작업이었다. 셋째, 포항의 도시레짐 형성과 유형변화에 미친 요인을 검토하였다. 권위주의 시대에는 중앙집권적 개발독재와 같은 환경적 요인이 강하게 작용하였고 점차적으로 내부 행위자가 변화요인으로 나타났다. 본 연구가 제시하는 이상의 논의를 정리하면 서구의 레짐분석에서 핵심적으로 거론되어온 통치연합 내에서 대기업의 지배적 활동이 한국의 중소 도시에서도 나타난다는 것이다. 이는 기업도시 사례인 만큼 당연한 결과이지만 기업도시라고 해서 정체되거나 일방적으로 대기업에 의해 휘둘리지 않고 역동적으로 변화되어 왔다. 그리고 지역통치세력의 성격이나 영향력의 범위는 외부의 구조적 환경변수에 영향을 받지만, 도시정치내의 개발의제 특성이나 자원결집역량과 행위자간 역학관계가 중요하게 작용하고 있음을 알 수 있다.

영문 초록

This paper examines the formation and change factors of urban regimes in the dynamics of urban political actors through Pohang’s development cases. The analysis period was from 1967 when POSCO was established until 1987 when the govern style of urban government changed. For detailed analysis major development cases of POSCO and Jigok complex development have been set as the subjects of analysis targets. Form the result of reviewing Pohang’s urban politics process, followings were proved. First, the forces that have dominated urban politics in Pohang are different in times, but they have been centralized development forces. Second, in the context of urban governance, it was analyzed based on development agenda of how the composition factor of urban regime worked. First of all, for location selection of POSCO, technology engineering suitability of excellent geographic condition and political and engineering factors being conscious of military factors and votes were applied. Next, development of Jigok complex during POSCO growth period was construction of social infrastructure for industrial sophistication of POSCO which is central management function. Third, I reviewed the factors affecting the formation of Pohang’s urban regime and variations in types. In the authoritarian era, environmental factors, such as centralized development dictatorship, were applied and internal actors gradually changed. To sum up the above mentioned discussions presented in this study, dominant activities of conglomerate within governing coalition, which has been mainly mentioned in western regime analysis, are also seen in small cities in Korea. This is natural result because it is case of company city, but it has been changed dynamically without being stagnant or swayed by corporation. And the scope of personality and influence of local governance forces is influenced by external structural environment variables, we can know that characteristic of development agenda, resource aggregation capacity or dynamic relationship between actors within urban politics are applying importantly.
