고령운전자의 교통위험에 대한 위험회피정책에 관한 연구

국문 초록

본 연구는 고령운전자의 교통위험을 경감시키는 객관적인 위험회피정책을 제시함으로써, 향후 고령운전자 교통안전정책에서 폭넓게 적용하는 것이 연구의 목적이다. 본 연구를 통해 분석된 결과를 토대로 정리하면 다음과 같다. 첫째, 지역별 고령운전자의 교통사고 특성으로 초기 대비 후기고령운전자의 교통사고 시 사망자 발생위험도는 인구와 교통량이 집중된 광역 대도시권에서 높게 나타났다. 둘째, 지역별 고령운전자의 교통사고 특성으로 고령운전자 안전운전 증진 운동본부(가칭)를 조직·운영하여 고령운전자 교통안전 홍보 및 캠페인 을 체계적으로 추진해야 된다. 이를 위해 산·학·연 연계를 통한 고령자 교통안전 워크숍 및 전문가 자문회의를 주기적으로 시행할 필요가 있다. 셋째, 외국의 고령운전자의 위험회피정책의 주요 공통적인 사업에서 의료전문가의 입장에서 고령운전자의 신체적·인지적 상태를 정확하게 평가하고 일관된 상담을 진행할 수 있도록「의료진을 위한 고령운전자 의료지침서」를 개발하고 시행하는 것이 중요하다는 것이다.

영문 초록

The purpose of this study is to propose an objective risk avoidance policy to reduce the traffic hazards of older drivers, and to apply them widely in the traffic safety policies of older drivers. Based on the results analyzed through this study, they are summarized as follows. First, due to the characteristics of traffic accidents of elderly drivers by region, the risk of death from later accidents was higher in the metropolitan area where the population and traffic volume were concentrated. Second, due to the characteristics of traffic accidents of elderly drivers by region, the promotion and safe driving promotion headquarters (tentative name) should be organized and operated to systematically promote the traffic safety and campaign for senior drivers. To this end, it is necessary to periodically conduct elderly traffic safety workshops and expert advisory meetings through industry-university-academic cooperation. Third, in order to accurately assess the physical and cognitive status of older drivers and conduct consistent counseling in the main common projects of foreign driver s risk avoidance policies, the Elderly Driver Medical Guide for Medical Staff is developed.
