섬 지역 삶의 질 개선을 위한 실증적 연구

국문 초록

섬은 단순히 수면 위로 드러나 있는 작은 규모의 땅덩어리로서만 아니라, 국가영토의 초석, 배타적 경제수역의 기점, 해양자원의 이용, 자연과의 공생의 장, 식량의 안정적 공급기지로서의 역할 등 국가차원의 정책적 관심과 배려가 필요한 공간이다. 본 연구의 목적은 섬 지역 삶의 질 개선을 위한 실증적 분석을 통해 향후 섬 정책의 방향성 설정의 기초자료를 제공하는 것이다. 이를 위해 2019년 8월 9일에 실시된 전국 섬주민대회 행사에 참석한 주민들을 대상으로 섬 지역 삶의 질 개선에 대한 설문조사를 실시하였다. 조사결과는 다음과 같다. 섬 사람들은 생활 만족도에 대해 보통이라는 의견이 과반수를 차지하고 있으며, 정주의사 요인으로는 생업(소득)이 중요한 것으로 나타났다. 현재 섬 지역의 사회적 문제이면서 발전의 장애요인으로 내륙과의 접근성 문제를 가장 크게 인식하고 있었으며, 이를 시급히 개선해야 할 사항으로 인식하고 있었다. 섬 지역의 경제 활성화를 위해 시설을 투자해야 할 분야로는 ‘산업·관광자원 개발’에 가장 많이 응답하였으며, 관광객들이 섬에 방문하는 것에 대해서도 매우 높은 응답률을 보였다. 또한, 섬 개발과 환경보전을 동시에 추진하기를 바라며, 섬 발전을 위한 개발방향은 ‘관광지 및 휴양지 개발’이 과반수 정도 응답하였다. 섬 주민들은 섬 개발과 보존을 위한 정책 연구기관의 설립을 바라고 있었으며, 현재 공공사업 계획과정에서 섬 선정이 공정하게 이루어지고 있다고 인식하였다.

영문 초록

This study aims to conduct empirical research to improve quality of life on islands, thereby providing basic data to establish ways forward for island-related policies in the future. In other words, it intends to identify minds and internal values of island residents on the development of the islands on which they dwell. To this end, a survey on their perception aiming to improve the quality of their life in the island areas among residents who attended the national islanders event held on August 9, 2019. The survey showed that the vast majority of the islanders were generally satisfied with their lives. Living income was cited as a major reason why they live on the islands. They understood that access to island areas is a pending issue and an obstacle that obstructs the development of such islands to be immediately addressed. “The industrial development and tourism resources” was mentioned as facility and investment sectors to boost their economy. The larger number of participants were highly optimistic about tourists visit to the islands. In addition, they hoped to develop islands and conserve environment at the same time. Nearly half of the respondents said “the development of tourist attractions and vacation places” as the way forward for developing the islands. The islanders expressed hope that an policy research institute would be established to both develop and preserve the islands, and said that islands are fairly selected in the process of implementing public projects.
