국문 초록

연구목적: 본 연구는 국제개발에서의 내부적-외부적 책무성(internal-external accountability)과 관련하여 상호 책무성(mutual accountability) 및 책무성 격차(accountability gap)에 대한 개념적 고찰을 목적으로 한다. 연구의 중요성: 해당 연구는 책무성과 중요 개념의 정의를 재검하고, 상호 책무성의 현주소를 파악하며, 글로벌 맥락에서의 공여국-수원국 상호 책무성 관계 안에서 발생하는 책무성 격차를 최소화할 수 있는 방안을 모색한다 는 점에서 그 의의가 있다. 연구방법론: 국제개발에서의 상호 책무성과 책무성 격차의 의미를 탐색하기 위한 이론적 접근으로서, 본 연구는 현재까지 합의가 이루어지지 못한 책무성에 대한 개념화 및 이론화 작업을 보완하기 위해 기존의 이론과 용어를 재검토한다. 연구결과: 상호 책무성 메커니즘은 글로벌 기구와 제도에 단순히 책임을 물을 수 있다는 사실뿐 아니라, 로컬⋅ 국가⋅지역⋅세계적 차원을 포괄하는 모든 수준의 글로벌 거버넌스에 적용 가능하다는 점에서 그 실효성을 찾을 수 있다. 책무성 격차와 다양한 형태의 상호 책무성 관계를 범주화 하여 살펴본 결과, 상호 책무성 관계에서 발생할 수 있는 책무성 격차는 강한 내부적 책무성과 강한 외부적 책무성이 동반될 때 비로소 그 차이를 좁힐수 있다. 결론 및 시사점: 다양한 행위자들을 주인-대리인 혹은 수직적-수평적 관계로 설정하는 이분법적인 분석에서 벗어난 본 연구는 책무성 격차를 감소시키는 억제효과(deterrent effect)를 상호 책무성의 핵심 이점으로 분석한다. 나아가, 책무성 격차가 최소화된 공여국-수원국 간 상호 책무성 관계를 위한 필요조건으로서 수원국의 굿 거버넌 스(good governance), 주인의식(ownership), 그리고 일관된 공여국의 원조수행(alignment)이 수반되어야 한다는 점을 시사한다.

영문 초록

Purpose: This article is a conceptual analysis on mutual accountability and accountability gaps with relation to internal-external accountabilities in international development. Originality: The significance of this article lies in the fact that it examines core definitions of accountability and associated terms, finds where mutual accountability stands on the spectrum, and traces how accountability gaps can be minimized within donor-recipient mutual accountability relations in the global context. Methodology: As a theoretical approach to find how mutual accountability and accountability gaps can be displayed in international development, the article revisits existing theories and terminologies as a means to supplement conceptualization and theorizing process of notions that are not yet established as a consensus. Result: The value of mutual accountability mechanism must not simply be on the fact that it can hold global organizations or institutions accountable, but on its applicability to all levels of global governance; from local, national, regional, to a global scale. By identifying and categorizing different forms of mutual accountability relations in line with accountability gaps, the article finds that closing gaps can only be achieved when strong internal accountability synchronizes with strong external accountability. Conclusion and Implication: Deviating from simple analysis of dichotomizing stakeholders into principal-agent or vertical-horizontal relations, the article finds that the core advantage of mutual accountability is its deterrent effect in downsizing accountability gaps. Moreover, it underscores the significance of recipients’ good governance and ownership coupled with donors’ alignment as necessary conditions that enable strong donor-recipient mutual accountability relations with minimal accountability gaps.
