근로 빈곤 청년이 인지하는 고용 관련 장벽: 청년 고용장벽 척도 개발과 타당도 검증

국문 초록

국문요약. 본 연구는 국민기초생활보장제도 생계급여 수급가구의 청년들을 대상으로 빈곤 청년 들이 노동시장에서 경험하는 장벽을 탐구한다. 그 첫 번째 단계로 수급가구 근로청년 11명을 대상 으로 초점집단면접을 통해 빈곤 청년들이 노동시장에서 구직 및 근로와 관련하여 경험하는 장벽 요인을 도출한다. 다음 단계로 초점집단면접을 통해 도출된 18개 장벽 요인을 4개 차원 16개 문항으로 구조화하고 이에 대해 확인적 요인 분석, 신뢰도 분석, 판별타당도 및 수렴타당도 분석등 일련의 타당도 분석을 실시한다. 그 결과, 빈곤 청년들이 노동시장에서 구직 및 근로와 관련하여 인지하는 4개 차원 16개 문항 구조-인적자본 및 자원 부족(5문항), 삶에 대한 통제력 부족(5문항), 가족 관련 장벽(4문항), 건강 관련 장벽(2문항)-의 청년 고용장벽 척도를 제안한다. 근로 빈곤 청년 들은 성인 저소득 구직자와 유사하게 학력, 경력 등 인적자본의 부족, 삶에 대한 통제력 부족을 중요한 고용장벽으로 인지하고 있는 반면, 학업성적, 교육자원의 부족, 인터넷 게임이나 SNS의 지나친 사용, 가족과의 단절 및 지지 부족 등은 청년 세대가 차별적으로 인지하는 고용장벽 요인인 것으로 나타났다. 청년 고용장벽 척도는 빈곤 청년을 대상으로 개발된 고용관련 장벽을 측정하는 도구로서 청년대상 일자리 및 자활 실천 현장에서 개입의 효과성 향상을 위해 활용할 수 있는 실천적 유용성을 가지는 한편, 노동시장에서 청년들의 역동과 과정을 이해하기 위한 시도로서 의의를 가진다.

영문 초록

The study aims to investigate the barriers youths in poverty experience in the labor market and develop a employment-related barrier scale for youths in poverty. As the first step, the study explores the barriers youths perceive in the labor market from the previous research and focus group interviews (FGIs) on eleven working poor youths. The eighteen barriers were derived from the FGIs and structured into 4-factor 16-item structure based on previous studies. A series of validity tests confirmed a 4-factor 16-item structure -lack of human capital and resources (5 items), lack of personal balance (5 items), family related barriers (4 items), and health related barriers (2 items)- of youths in poverty perceive in terms of work and employment in the labor market. Youths appear to recognize that lack of human capital such as career related skills and work experience and lack of control are important factors for employment, which is similar to adult low-income job-seekers. On the other hand, factors such as academic performance, lack of educational resources, excessive use of Internet games or SNS, lack of family support, and troubles with other family members were found as important barriers distinctively among youths. The study results address that the employment barrier scale for youths has a potential as a client assessment tool in the practice field for marginalized and under-resourced youths as well as an initial attempt to understand the dynamics youths achieve self-sufficiency.
