국문 초록

본 연구는 국가별 규제환경이 기술창업과 국가혁신성의 긍정적 상관관계를 어떻게 조절하는지 분석했다. 국가내 기술창업 비중이 국가혁신성에 미치는 영향을 패널데이터 회귀분석기법으로 분석하고, 환경 변수로서 국가별 규제수준의 조절효과를 측정했다. 84개 국가의 기술창업, 국가혁신성, 규제환경에 대한 데이터로 분석한 결과, 국가 내 기술창업비율이 높을수록 국가의 혁신성이 향상되며, 이러한 기술창업의 긍정적 효과는 규제수준이 강할수록 약화되는 것으로 나타났다. 이 연구에서는 진입규제, 노동규제, 계약규제 등 세부적인 규제에 대한 조절효과를 추가로 분석했다. 그 결과, 기술창업과 국가혁신성의 관계에 대한 각세부규제의 조절효과는 차별적으로 나타났다. 이 연구는 우리나라가 혁신경쟁력을 확보하기 위해 양질의 기술창업을 확대해야 하며, 정부 규제는 세부내용과 대상에 따라 정교하고 차별적으로 시행해야 함을 시사한다.

영문 초록

This study analyzes how the regulatory environment of each country moderates the relationship between the technological entrepreneurship in countries and national-level innovativeness. This study analyzes the effect of the ratio of technology based entrepreneurial activities on national innovativeness by the regression analysis of panel data, and also analyzes the moderating effect of regulation as an environmental variable on the relationship. Our analysis with the data of global entrepreneurship, national innovation and regulatory environments in 84 countries shows that the higher the ratio of technology based entrepreneurial activities in the country leads the greater innovation of the country, the regulatory level of the country negatively moderate the effect of technological entrepreneurial activities on innovation. The study further analyzes the moderation effect of detailed regulations such as entry regulations, labor regulations and contract regulations. The result of this analysis shows that each detailed regulation has different moderation effect on the relationship of technological entrepreneurship and national innovation.
