국문 초록

오늘날 교육은 사회적 불평등의 심화내지 계급재생산이 나타나게 되는 주된 원인임과 동시에 이를 해소할 수 있는 방안으로 접근되기도 한다. 즉, 교육과 복지가 더 이상개별적 차원이 아닌 교차영역으로서 교육복지가 다뤄져야 한다. 본 연구는 교육복지의 필요성이 날로 증대되고 있으나 여러 정부를 거치면서 아직까지도 자리를 잡고 있지 못한 교육복지 정책의 안정적 수행을 위해서는 다시금 교육복지에 대한 논의가 필요하다는 데서 출발하였다. 이를 위해 선행연구 및 관련문헌·정책자료 등을 토대로 지금까지의 교육복지 개념 및 논의, 지난 정부 교육복지 정책들의 한계점, 교육복지 관련 법제정 논의의 한계점 등을 검토하였고, 사회복지의 한계를 넘어선 교육복지 개념 정립과 이를 뒷받침할 법제화의 필요성을 강조하고자 한다.

영문 초록

This paper tried to present needs for the legislation of education welfare in Korea. It presented the status of the education welfare in Korea through examining the welfare related laws and polices. Today, education is main cause of the deepening of social inequality or class reproduction at the same time as a way to relieve this is approach sometimes. In other words, it is quite settled that the education and welfare should be treated individual approach more than cross-domain approach. It still didn`t take place discussing education welfare policy and legislation in spite of that Education welfare needs are increasing day by day. The purpose of this study was conducted to explore future direction of Education Welfare. To this end, the leading research and policy materials on the basis of the relevant literature, so far, the concept of education and welfare, discuss the limitations of the past government education welfare, education and welfare legislation, and by reviewing the limitations discussed, beyond the limits of social work education advocacy for the welfare and would like to emphasize the need for legislation.
