1950년대 김영선의 ‘자유경제’정책론 형성과 전개

국문 초록

본고는 제2공화국에서 재무부장관을 지내며 각종 경제정책을 주도했던 김영선의 ‘자유경제’ 정책론에 대해서 살펴본 논문이다. 김영선은 1950년대에 ‘反이승만’ 정치노선을 일관되게 걸으면서 이승만정권의 경제정책에 대하여 신랄한 비판을 전개하고 있었다. 김영선은 농촌경제의 파탄 원인을 이승만정권의 조급한 자본형성 정책에서 찾고, 인플레이션을 억제하기 위해 실 시한 경제안정화정책 때문에 농촌경제는 오히 악화되었다고 주장하였다. 특히 인위적인 시장가격의 왜곡으로 인한 공정시장과 암시장의 분리는 특권층을 양성하고 부정부패를 성행하게 만들었다고 주장하였다. 그는 비정상적인 방법으로 치부한 특권층을 ‘정상배’라고 칭하고, 이들과 결탁하여 갖가지 혜택을 제공한 관료들을 강하게 비판하면서, 이 시기의 경제를 ‘관권 지배’ 경제구조라고 명명하였다. 김영선은 ‘관권지배’ 경제구조를 해체할 방안을 ‘자유경제’원칙의 준수에서 찾았다. 그러나 자유경제에 기초한 경제활동은 빈익빈 부익부현상을 초래할 위험을 내포하고 있었다. 이 때문에 그는 ‘사회정의에 입각한’ 공정한 분배제도가 뒷받침되어야 한다고 주장했다. 한편, 그가 주장하는 ‘자유경제’원칙은 ‘자유방임’을 의미하는 것은 아니었다. 과학적, 합리적인 경제계획을 수 립해 정책을 마련해 나가야 한다고 강조했다. 그는 이를 “계획 있는 자유경제”라고 불렀다. 그런 데 경제계획의 수립에 앞서 가격기구의 정상화를 통한 시장경제의 확립이 긴요하다고 역설했다. 가격기구의 왜곡부터 해결하지 않으면 정상배를 제거할 수 없고 국민대중의 협력을 얻을 수 없다고 주장한 것은 이 때문이었다.

영문 초록

This study examines the “liberal economic” policy theory of Young-Sun Kim who was Minister of Finance in the Second Republic. Kim attributed the failure of the rural economy to the rash capital formation policies of the Rhee government and argued that the economic stabilization policies that were designed to suppress inflation actually worsened the rural economy. In particular, the differentiation of the official market and the black market due to the distortions of the artificial market prices fostered a privileged class and increased corruption. Kim labeled the privileged class that had accumulated wealth through illegal means as “political businessmen,” and strongly criticized the government officials who colluded with and supplied this class with benefits. He described the economy of this period as an economic structure of “government domination.” Kim believed that the way to eliminate the “government domination” economic structure could be found in following “liberal economic” principles. However, the economic activities of a liberal economy also had the danger of the rich getting richer and the poor getting poorer. For this reason, he argued that a fair distribution system based on social justice was also necessary. Meanwhile, his liberal economic principles did not mean a laissez-faire economy, and he believed that scientific and rational economic plans had to be established to proceed with policy. He called this “a planned liberal economy.” However, before establishing the economic plan, he emphasized the importance of establishing a market economy through normalization of the price mechanism.
