국문 초록

최근 세계 많은 도시들은 스마트시티 서비스를 경쟁적으로 도입하고 있다. 따라서 본 연구의 목적은 각 도시의 스마트시티 서비스를 받아들이는데 영향을 주는 요인을 파악함으로써 우리나라 지자체가 스마트시티 서비스의 도입확대를 위한 정책적 시사점을 제시하는데 있다. 연구목적을 달성하기 위한 실증적 분석모형은 여러 지자체에서 스마트시티 서비스를 받아들이는데 영향을 끼치는 요인을 분석하는 것이다. 본 연구을 통해 다음의 시사점을 이끌어 낼 수 있다. 첫째, 예산과 인구의 정도에 따라 기초지방자치단체의 스마트시티 서비스의 도입시기를 조정해야 한다. 둘째, 중앙정부에서는 스마트시티 인프라가 잘 조성된 지자체를 선정하여 시범사업 형태로 효과성을 검증하는 것이 스마트시티 서비스의 도입과 확산에 효과적이다. 셋째, 스마트시티 서비스 도입과 지자체장의 정치이념 사이에 상관관계가 있다. 선출직인 지자체장의 특성을 감안해 스마트시티 서비스 도입에 대한 영향력 행사가 가능하다.

영문 초록

Many cities around the world are introducing Smart City services competitively. Therefore, the purpose of this study is to identify the factors influencing the adoption of smart city services in each city, and suggest policy implications for the introduction of smart city services by Korean local governments. In order to achieve the purpose of the study, the empirical analysis model is to analyze factors influencing the introduction of smart city service in each local government. Through this study, three implications can be drawn. First, the timing of introduction of smart city services of the basic local governments should be adjusted according to the budget and the degree of population. Second, in the central government, it is effective to introduce and spread the smart city service by selecting the municipalities with well - developed smart city infrastructure and verifying their effectiveness in the form of pilot projects. Third, there is a correlation between the introduction of smart city services and the political ideology of the local governments.
