영문 초록

Appraisors who has recommendation of Land Owner was criticized for higher price than another appraisor’s price in compenstion of public devolpment project. But comparison conclusion between Transaction Data and The amount of Compensation says differentiation with former assistance. From now on, We cosiderably think about appropriate compensation for Land Owner’s special sacrifice. High compensation for Land Owner is caused by high land market price. Increasing land market price is not due to amount compensation. Rising land market price through 2002 is common phenomenon for the classification of land, zoning, city size. Also the differnce of appraisal price is acceptable thing in our society on legally and systematically because of individuality of land and independace of evaluation. The analysis result says that the land market price is higher than the amount of compensation. It means that benefit in return followed by land expropriation is not enough. Most of all, We should catch up with the real estate appearance precisely. After that we can make approriate real estate policy. In order to correct diagnosis phenomenon, we need a permanent establishment which is for monitoring the market. Most suitable organization is KAA(Korea Appraisers Association). All appraisers who evaluate mortgage have to report the outcome to KAA. In mortgage evaluation process, all interested party such as seller, buyer, banker participate in it.
