국문 초록

오늘날 정보통신기술의 획기적인 발달로 시간과 공간의 차원에 커다란 변화가 초래되면서 급격한 청치ㆍ경제ㆍ사회ㆍ문화 등 모든 분야에 걸쳐 이미 커다란 변동의 조짐이 나타나고 있다. 그런데 이러한 변동은 긍ㆍ부정적 측면을 동시에 내포하고 있다는 점을 간과해서는 안 된다. 정치 영역에 있어서 정보사회의 도래와 함께 생산적인 정치과정의 확립과 정치발전을 실현하기 위해서는 가치중립적인 성격의 정보통신기술을 어떻게 선용할 것인가에 관심을 두어야 한다. 두 말할 필요 없이 이제 일반 시민들도 시간적ㆍ공간적 제약을 해소시켜 주는 정보통신기술의 발전을 통해 정치 과정에의 참여는 물론 공공정책 결정에 직접 참가할 수 있는 기회를 보장 받게 되었다. 이러한 직접민주주의적 요소는 기존의 대의정치의 모순을 상당부분 개선시키는 효과를 가져 올 것임에 틀림없다. 인터넷과 같은 정보 통신기술을 통해 정보격차를 극복하며 보다 많은 시민이 국가 및 정치사회의 정보에 쉽게 접근하고, 이를 통해 지배 엘리트에 집중된 권력을 분권화 할 수 있을 때라야 정치발전이 가능할 것이며, 나아가 진정한 전자민주주의와 참여민주주의를 확립하게 될 것이다. 본 논문은 첫째, 정보통신기술의 발달에 따른 전자민주주의의 가능성을 타진해 본 다음, 둘째, 정보통신기술을 활용한 정치발전 방안을 모색하고 있다.

영문 초록

Nowadays there is an indication of drastic transitions in politics, economy, society and culture due to the great changes in terms of time and space, caused by the epoch-making development in the Information and Communication Technologies(ICTs). We shouldn t overlook the fact that these transitions have both positive and negative sides. To establish a more productive political process and to realize political development in information age, we have to give priority to finding of the best way to make good use of the ICTs, which have value-neutral characteristics. Needless to say, the general public have plenty of chances to participate directly in the policy-making process as well as in the political process, owing to the advancement of the ICTs which resolve the restrictions of time and space. It is apparent that factors of direct democracy will bring positive effects that improve the problems caused by representative democracy. The political development can be achieved by lessening the information divide problem, and by giving more people easier access toward the information regarding state and political society through the ICTs, and thus by decentralizing the power that is concentrated only in the dominant power elites. Furthermore, we can realize e-democracy and participatory democracy through this process. The purpose of this article is as follows: First, it examines the possibilities of establishment of e-democracy through the advancement in the ICTs. Second, it searches for the best way for political development through the ICTs.
