북한 정치교육의 내면화가 탈북자 남한사회적응에 미친 영향

국문 초록

1990년 이후 북한의 식량난과 자연재앙으로 복한을 탈출하여 남한으로 오는 탈북자들의 수가 기하급수적으로 증가하고 있다. 북한의 식량난이 근본적으로 해결되지 않는 한 탈북자들의 남한 행렬은 계속될 것이다. 문제는 온갖 위험을 무릅쓰고 남한으로 온 탈북자들이 남한사회에 잘 적응하지 못하고 있다는 것이다. 탈북자들의 남한사회 적용문제는 개인의 행복과 직결되는 문제이지만 우리사회의 안정과 질서유지. 그리고 통일이후 남북한 주민통합과정에서 야기될 문제를 미리 학습하는 과정의 문제이기 때문에 중요한 의미를 지니고 있다. 아울러 우리의 통일역량을 보여주는 시금석의 역할을 한다. 그러므로 우리 모두는 이 문제에 관심을 가져야 한다. 본 연구는 많은 대가를 치르고 자기 삶의 터전을 버리고 남한으로 온 탈북자들이 왜 우리사회에 잘 적응하지 못하는 가를 정치교육적 측면에서 고찰하고 있다. 북한의 정치교육은 북한주민들을 외부와 철저히 단절시키고 오직 김일성과 김정일 독제체제에 순종하도록 강요하고 있다. 또 각자의 개성을 무시하고 모든 사회현상을 흑백논리에 따라 우리와 적이라는 대립적 관계, 보다 구체적으로 적대계급을 미워하는 증오교육을 시키고 있다. 뿐 아니라 공산주의교육에서 중요시하는 계급주의에 입각한 노동자계급의식 교육, 그리고 집단주의 교육을 시키고 있다. 이러한 정치교육을 받아 온 탈북자들은 각자의 개성을 존중히 여기고 다양한 가치가 공존하는 남한에 와서 많은 어려움을 겪고 있다. 그들은 지신들이 북한에서 학습했던 교육들이 남한에 적응하는데 도움이 되기는커녕 오히려 장애가 되고 있음을 실감하지만 이미 체득화되었기 때문에 쉽게 고치지 못하고 있다. 탈북자들이 현재 남한사회에서 겪고 있는 이러한 문제들은 통일이후 남북한 주민들이 모두가 감당해야 할 어려움들이다. 그래서 우리는 탈북자들의 남한사회 적용에 관해 보다 깊은 관심을 가져야 할 것이다. 아울러 그들이 우리사회에 잘 적응할 수 있도록 다양한 방법을 강구해야 할 것이다. 인간의 존엄성을 알지 못하고 오로지 독제체제의 도구로 이용되어 온 북한주민들을 재교육시키는 문제는 통일이후 우리가 해결해야 할 주요한 과제이다.

영문 초록

There has been increasing the number of the N.K. refugees to S.K. who escape from lack of food & natural disaster since mid 90s . The procedure of refugees from N.K. will not stop unless the situation is totally changed. The problem is that the refugees do not adjust themselves in the S.K. where they arrived at their lives cost. The refugees adjustment in the society of S.K. is directly connected to their personal welfare, but also to the stability of the S.K. & how to understand the N.K. people after reunification. This is why it is important. However this can be a standard which can show how much ability for reunification we have. Therefore all the people should pay attention to this subject. This paper is considering in political-educational way why they are not able to adapt themselves well enough in this society at their lives cost escape from their own country. The ideology focusing education which has been faithfully used for the dictatorship of Kim il sung & Kim jong il is strongly affecting to even their identities, preventing them from seeing the value of their own lives in any place except N.K. Idolatrous education for Kim il sung & Kim jong il, propagative education of revenging & hostility and collective education of ignoring personalities of each person, are the important features that bring the confusion, chaos of their value of life in the S.K. society where they educate people to respect each one s personality. They know all their knowledge from N.K. is useless, but it is not easy for them to unlearn their world-view which has been deeply settled in all aspect of their lives. This problem of the refugees adapting shows that it will be also difficult for the people of two Koreas to adjust and live together after reunification. All problems from refugees adaptation are the same as after reunification. Therefore we should have more concern and research for them to be adjusted well in our society. The important project after reunification is to reeducate the N.koreans who don t even know the dignity of human being and have been used only as tool for the dictatorship so that they can live out their lives as the people of democracy country. That s the important role of political-education.
