全斗煥정부 하의 정당구도 분석

국문 초록

신군부의 장기집권을 위해 패권정당제를 수립하려 했던 全斗煥정부의 시도는 4년만에 좌절되고 마는데, 이는 분열되었던 야권이 통합을 이루었기 때문이다. 신군부의 출현 자체가 야권의 분열에 기인한 것이었기 때문에 야권으로서는 다시 위기에 처하지 않기 위해 통합한 것이었다. 민추협 결성과 신한민주당 창당이 바로 그것이었다. 그러나 12대 대통령선거를 앞두고 신민당은 또다시 분열함으로써 선거에 패배하고 마는데, 이로써 全斗煥정부 하에서도 ‘위기와 통합’ 가설은 그대로 적용된다고 할 수 있다. 이러한 현상은 야권의 한계인 동시에 한국정치 전반이 안고 있는 문제이다. 여야를 불문하고 이러한 틀에서 벗어나지 못하고 분열과 통합을 거듭했기 때문에 정당은 정체성을 확립할 수 없었고, 그 결과 국민들은 정당일 체감을 형성할 수 없었다. 이는 정치발전과 직결된 것이어서 시급히 해결하지 않으면 안되는 문제로 되고 있다.

영문 초록

The establishment of a hegemonic party system attempted by the Chun Doo Hwan regime in order for the new military group to hold a lasting grip on power, was frustrated for a period of four years due to the integration achieved by the once divided opposition parties. The advent of the new military group was, in effect, caused by the division existing amongst the opposition parties. Therefore, in order to avoid such a political crisis again, the opposition parties united. The formation of The Council for the Promotion of Democracy and the creation of the New Korean Democratic Party are direct indication of this. However, as the 12th presidential election approached the New Korean Democratic Party suffered a breakup again and as a result was defeated in the election. Thus, the hypothesis of crisis and integration can be applied directly to the period of Chun Doo Hwan. This phenomenon is characterized by a limitation within the opposition parties and at the same time can be seen as general problem of Korean politics. Taking no notice of differences between the ruling party and the opposition party it was not possible to escape from this framework and because of repeated division and integration, political parties could not establish their identity and as result citizens were not able to form a sense of party identitiy themselves. As this problem is directly linked to political development it urgently requires a solution.
