예멘과 독일의 통일사례 비교와 시사점 - 통합 합의과정 및 통일방식을 중심으로

국문 초록

이 논문은 1990년 중부유럽에서 독일이, 중동의 아라비아반도 서남단에서 예멘이 같은 해에 각각 이룩한 통일과정을 집중적으로 비교 연구한 것이다. 이 두 국가의 통일사례는 베트남의 경우와 같이 전쟁(무력)을 통한 통일이 아닌, 평화적 협상과 합의에 의한 통일이었기에 큰 의미를 가진다. 그러나 두 통일국가의 통합과정은 각기 양상을 달리하고 있다. 독일의 경우는 분단된 동서독이 서로 다른 체제와 이념지향을 달리했지만 상당기간 다각적인 교류가 있은 후 동독체제가 스스로 변혁되어 동독 인민이 서독에로의 편입을 결정하여 서독이 이를 수용하고 주변 강대국이 추인하는 형식으로 통일이 달성되었다. 이와는 달리 예멘은 분단이후에 1972년, 1979년 두 차례에 걸쳐 대규모 전쟁을 벌였고, 또 상호 체제적 대결ㆍ대치 끝에 통일직전 2년간 교류가 있은 후 남북예멘 당국간의 협상을 통해 소위 지배권력간의 담합(談合)에 의해 통일을 강행하였다. 그러므로 사실상 경제체제나 교육체제, 군대체제 등의 제 사회적 영역에서 이질적 요소가 공존한 채 졸속하게 통일이 되었기 때문에 재 분단(내전)의 위기에 휩쓸리다가 가까스로 무력에 의해 봉합되었다. 이러한 독일과 예멘의 통일과정과 통일방식은 분단의 질곡을 현재까지도 경험하면서 통일을 지향하고 있는 남북한 구성원 모두에게 몇 가지 유익한 시사점과 교훈을 주고 있다.

영문 초록

This paper is aimed at studying the course of German and Yemeni divisions, the process of conflicts and mutual conciliations, and the application of unification formulas towards one nation in particulars to review the various domestic and international factors stimulating unification, and further to propose the appropriate and reasonable advices considering the current situations and realities of Korean unification. First of all, we all acknowledge that German and Yemeni unifications had peacefully achieved through the negotiation and agreement each other. But while the magnitude of German unification had conformed by multilateral exchange of social aspects, the mutual cooperation of economic, and the establishment of sisterhood ties between East and West Germany, Yemeni unification achieved by the bargains of power elites between North and South Yemen. Such different unification process and formulas of both unified nations we notice. We could envisage the visions and methods for Korean unification through comparing the experiences of Germany and Yemeni unification. Therefore, we should need to set up several guide line for actualization of Korean unification. Such guide lines are following : The first, it is necessary to persistently proceed with the interchange of personnel-material spheres between two division systems. But we Korean must keep up with the principles of liberal democracy and market economy, including multi party systems and human rights. The second, the integration of between North and South Korean is not only the internal problem of Korean people but also the international issues that is implicated in the interest of super-powers. According to such ground, The four major power in Korean unification process would be an supplementary factors to Korean self-determination. The third, the federal states and federal union as have discussed as the governmental structures of unification, in the strict review, is the fiction that is unrealistic and anti-historic in the Korean peninsula an Korean History. Therefore the ultimate pattern of unification system should be a single nation, and is connected with the democratization of North Korea and the gradual integration and assimilation between two politico-social systems.
